Responsibilities of the head of the health facility in the implementation of democracy at the health facilities in Vietnam

Recently, the Ministry of Public Security of Vietnam has issued the Circular No. 92/2020/TT-BCA on the implementation of democracy in medical establishments of the People's Public Security.

According to Article 15 of the Circular No. 92/2020/TT-BCA of the Ministry of Public Security of Vietnam, responsibilities of the head of the health facility in the implementation of democracy at the health facility include:

1. Exercise democracy in management and operation of agencies and units; in management, use, training, fostering and implementation of regimes and policies for officials, party members, soldiers, employees and contract workers in the unit.

2. Promulgate regulations on management of working equipment in agencies and units to ensure practicality, efficiency and economy; economical use of the allocated funds; comply with financial disclosure regulations. The procurement of equipment, means and properties of agencies and units must comply with the provisions of law.

3. Organize periodic, monthly, quarterly and 6-monthly briefings to evaluate the performance of assigned tasks and set out key tasks and solutions to be implemented in the coming time of agencies or units. At the end of the year, the head of the agency or unit must organize a summary assessment of the agency or unit's activities at the meeting of officials and public employees.

4. Listen to reflections and criticisms of officials, party members, soldiers, employees, and contract workers. When officials, party members, soldiers, employees, and contract workers register to meet and have specific contents and reasons, an appropriate time shall be arranged to meet and discuss.

5. Consider and promptly settle complaints, denunciations and recommendations of officials, party members, soldiers, employees and contract workers of agencies and units in accordance with law; promptly report to the competent authority affairs not falling within their competence.

6. Take measures to prevent and stop corrupt acts; handle and facilitate competent agencies and organizations to handle people commiting corrupt acts; in case of being irresponsible causing corruption in agencies or units, he/she will be handled according to the provisions of law. Arrange the suggestion box at a convenient location; settle complaints and denunciations in accordance with the law and the Ministry of Public Security.

7. Publicly perform the job assignment in the leadership of medical facilities, departments and divisions to ensure fairness, right people, right jobs, no overlapping and improper functions and assigned tasks.

8. Publicize comments, suggestions, criticisms and recommendations of medical officials, patients, patients' family members and citizens, agencies and local organizations according to the competence and promptly consider and handle according to the provisions of law.

9. Promptly handle people who have acts of obstructing the implementation of democracy in the operation of agencies and units and people who have acts of revenge or repression against officials and public employees who make complaints and denunciations, recommendations in accordance with the law.
