Vietnam: 04 important responsibilities that medical officials at health facilities must know

Recently, the Ministry of Public Security of Vietnam has issued the Circular No. 92/2020/TT-BCA on the implementation of democracy in medical establishments of the People's Public Security.

According to Article 16 of the Circular No. 92/2020/TT-BCA of the Ministry of Public Security of Vietnam, the responsibility for implementation of democracy of health workers at health facilities includes:

1. Only receive documents and handle the affairs of citizens and organizations at the office of the agency or unit; protect State secrets, work secrets and confidentiality of information about whistleblowers in accordance with law.

2. When requested by citizens or organizations, health officials are responsible for handling such requests according to their competence. For affairs not falling within their competence, health officials must notify citizens and organizations of and guide citizens and organizations to a place with jurisdiction. Health workers must not be bureaucratic, bossy, authoritarian, corruptive, causing difficulties, troubles, or harass in handling the affairs of citizens and organizations.

3. The affairs of citizens and organizations must be studied and handled by medical officials and promptly resolved in accordance with the provisions of law and the internal rules and regulations of the agency or unit.

4. For works that have a prescribed time limit for settlement, medical officials must comply with that time limit. For complicated cases that require time to research and solve, medical officials are responsible for reporting directly to the person in charge and promptly notifying citizens and organizations.
