This is an important of the Circular No. 92/2020/TT-BCA on the implementation of democracy in medical establishments of the People's Public Security, issued by the Ministry of Public Security of Vietnam on August 20, 2020.
According to Article 11 of the Circular No. 92/2020/TT-BCA of the Ministry of Public Security of Vietnam, heads of medical facilities are responsible for disclosing the following information to patients and their family members:
- Working schedule, daily duty schedule of medical officials.
- Regulations on the rights and obligations of patients and their family members towards medical facilities.
- Regulations of hospitals and infirmaries, diagrams of directions for departments and rooms of medical facilities.
- Administrative processes and procedures related to medical examination and treatment.
- The level of collection of hospital fees, the regime of exemption and reduction of hospital fees, the regime of health insurance, payment of hospital fees and health insurance in accordance with the provisions of law.
- Prices for medical examination and treatment services at the request of patients, prices for parking vehicles (bicycles, motorbikes, cars) in medical establishments and other services.
- Department of handling complaints and denunciations of medical facilities, phone numbers of hotlines of medical facilities.
Forms of disclosure to the patient and the patient's family can be done through:
- Public posting:
Medical facilities shall publicly post up the contents specified in Article 11 of this Circular in the following forms: documents, diagrams, signposts indicating the way to areas, departments and rooms in medical establishments; rules and regulations on service fees for patients at convenient locations with many patients and their family members. The public listing must be regular, continuous and timely, with easy-to-read and understandable content.
- Information, propaganda and advice:
Health facilities organize information, propaganda and advice on regimes, policies, and issues related to medical examination and treatment from the time the patient arrives at the clinic, emergency room or ward.
- Via the website of the medical facility (if any), other appropriate forms.
