Vietnam: Medical officials are allowed to comment on the following 8 issues

According to Article 7 of the Circular No. 92/2020/TT-BCA of the Ministry of Public Security of Vietnam, the contents of medical officials’ comments include:

1. Action program to implement Resolutions of the Party, the laws of the State, regulations of the Ministry of Public Security related to the organization and operation of medical facilities.

2. Development planning of medical facilities and affiliated units.

3. Policy and measures to implement administrative reform; the contents specified in Clause 4, Article 5 of this Circular according to the regulations on decentralization of personnel management of the Ministry of Public Security.

4. Work plan; annual financial revenue and expenditure plan; plans to repair, upgrade and build new facilities; annual plan on supply of drugs, chemicals and consumable medical supplies; plan to purchase and liquidate assets of medical facilities.

5. Responsibilities and duties; working rules and regulations; professional and technical regulations of medical facilities and departments. Regulations on the implementation of regimes and policies related to the rights and interests of medical officials.

6. Measures for prevention, occupational safety and health, environmental sanitation, improvement of working regime; improve the material and spiritual life for health workers, build a cultural and civilized lifestyle in medical facilities.

7. Administrative processes and procedures for receiving and handling medical examination and treatment for patients: measures to combat bureaucracy, causing troubles and harassment of patients and their family members and measures of economy, anti-waste, anti-corruption in medical examination and treatment.

8. Action plan to implement emulation movements of medical facilities; reviewing the annual emulation and commendation titles, the 6-month preliminary report on work, summarizing the annual work of the medical facility.

9. Other issues that the Head of the medical facility deems necessary to obtain opinions of medical officials.

Forms for medical officials to comment:

- Direct consultation with leaders of medical facilities, leaders of faculties and departments.

- Through conferences and seminars of medical facilities.

- Send comments to the comment mailbox of the medical facility.

- Via the internal computer network of the medical facility (if any).

- Party committees and mass organizations collect opinions from the masses, party members, union members, members, etc.

- Through meeting, exchanging, guiding and consulting directly with medical officials;

- Send draft documents to officials for comments.
