On December 3, 2014, the Ministry of Industry and Trade issued Circular 46/2014/TT-BCT regarding the development and application of national standards and national technical regulations of the Ministry of Industry and Trade.

Circular 46/2014/TT-BCT regulates the organization of the formulation of draft national technical regulations. The unit assigned the task of leading the drafting of national technical regulations must establish a Drafting Committee to formulate the draft national technical regulations. The sequence for drafting the national technical regulations is as follows:
1. Preparation for drafting
- Collect, compile, and evaluate the implementation of current legal documents related to the project for drafting national technical regulations;
- Survey and assess the current status related to the management subjects and main contents of the project for drafting national technical regulations (if any);
- Conduct research on information and documents related to the project for drafting national technical regulations;
- Approve the detailed outline along with the draft content framework of the national technical regulations;
- Other related work.
2. Implementation of drafting and organization of project acceptance for national technical regulations construction
- Draft and explain the draft;
- Organize conferences, seminars, and collect opinions from experts and related organizations and individuals;
- Research, absorb, explain, and revise the draft;
- Accept the results of the project for drafting national technical regulations; send the draft national technical regulations file and related documents to the Department of Science and Technology.
In addition, this Circular stipulates that the draft national technical regulations must seek opinions from related organizations and individuals, and be posted on the Ministry of Industry and Trade's e-portal for at least 60 (sixty) days; send to the National Notification and Inquiry Point for Standards, Metrology, and Quality. If necessary, the Department of Science and Technology will cooperate with the drafting unit to organize a specialized conference with the participation of interested parties to discuss and provide feedback on the draft. In special cases, related to health, safety, and the environment, the review period for the draft national technical regulations may be shortened as decided by the Minister of Industry and Trade.
Note: Based on the feedback received, the lead unit will absorb, explain, and complete the draft national technical regulations.
