Recently, the Ministry of Transport has issued Economic and technical norms for the management and maintenance of inland waterways, which stipulate the material norms in the management and maintenance of inland waterways.

To be specific, Circular 64/2014/TT-BGTVT regulates the material norms in the management and maintenance of inland waterways as follows:
- Signal dimensions for material calculation shall be based on Circular 73/2011/TT-BGTVT.
- Paint consumption levels are specifically calculated per 1m2 for each type of material used in signaling and computed for the types of signals according to the design set in maintenance tasks, signal color painting to facilitate application.
- Signal maintenance includes 01 coat of anti-rust paint and 02 coats of color paint. For mid-term color painting, only two color paint coats are applied. Specifically, buoy maintenance includes both the inside and outside surfaces of the buoy with anti-rust paint. For buoys, material consumption for color paint is not accounted for, nor for battery box maintenance.
- The material norms for diamond-shaped signs are calculated according to the material norms for square signs of the same type and size.
- Types of signals and accessories not listed in the material norm table are permissible for calculation by interpolation and extrapolation methods.
- For saline and brackish water environments, suitable materials must be used to meet current technical standard conditions.
