On January 23, 2025, the Steering Committee of Vietnam for the summarization of the implementation of Resolution 18 of the Government of Vietnam issued Document 35/CV-BCDTKNQ18 regarding the completion of plans to streamline and reorganize the organizational structure, in which the Ministry of Public Security of Vietnam is assigned to proactively guide the implementation of the plan to reorganize district-level public security agencies.
In Document 35/CV-BCDTKNQ18, several crucial tasks are assigned to various ministries and agencies as follows:
The Steering Committee requests six agencies, including the Office of the Government of Vietnam, Vietnam Television, The Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, and Vietnam Academy of Science and Technology, to promptly assimilate and explain the opinions of Government members to complete the draft decree defining the functions, duties, powers, and organizational structure of their respective bodies, to be submitted to the Government for issuance before February 3, 205.
Based on the Politburo's conclusions, it is proposed that the Ministry of Public Security complete the draft decree defining the functions, duties, powers, and organizational structure of the Ministry of Public Security.
Simultaneously, actively guide provincial-level public security to implement the proposal for district-level public security reorganization and perfect the functions, duties, and powers of the provincial-level public security as directed by the Politburo and the Central Executive Committee at the Central Conference (January 23, 24, 2025).
Thus, the Steering Committee assigns the Ministry of Public Security to actively guide the implementation of the district-level public security reorganization proposal.
The Government Inspectorate is tasked with completing the draft decree defining its functions, duties, powers, and organizational structure according to the directive of the Politburo and the Central Executive Committee at the Central Conference.
The Steering Committee assigns the Ministry of Home Affairs to propose to the Government the resolution to dissolve the State Capital Management Committee at enterprises after transferring its functions, tasks, organizational apparatus, and personnel to the Ministry of Finance.
Simultaneously, transfer the rights, obligations, and responsibilities of the representative of the state owner for the 18 state-owned groups and corporations currently under the management of the State Capital Management Committee at enterprises to the Ministry of Finance.
Transfer the rights, obligations, and responsibilities of the representative of the state owner for MobiFone Corporation to the Ministry of Public Security.
The Ministry of Home Affairs is also tasked to propose to the Prime Minister the decision to dissolve the National Financial Supervisory Commission after transferring its functions, tasks, organizational apparatus, and personnel to the Ministry of Finance, the State Bank of Vietnam, and the Office of the Government of Vietnam.
The Office of the Government of Vietnam is to actively gather the opinions of Government members on the basis of the draft decree defining the functions, duties, powers, and organizational structure of various ministries and central authorities.
Urgently compile the opinions of Government members so that the ministries and central authorities can assimilate, explain, perfect, and submit to the Government for issuance as regulated.
Plan to organize a conference to implement the National Assembly’s resolution on the organizational structure of the Government for the XV National Assembly term and announce the decrees of the Government defining the functions, duties, powers, and organizational structure of various ministries and central authorities right after the closing of the 9th session of the XV National Assembly (expected on February 18, 2025).
The Ministry of Industry and Trade is to lead, in cooperation with the People's Committees of provinces and cities, the transfer of state management functions, duties, organizational apparatus, and personnel tasked with market management to localities according to the orientation of the Steering Committee.
According to the 2018 Law on People's Public Security, the people's public security force is the pivotal armed force in performing the duties of protecting national security, ensuring social order and safety, and combating crime and violations of the law on national security, order, and social safety.
The organizational system of the People's Public Security of Vietnam includes:
- The Ministry of Public Security;
- Provincial-level public security of provinces and central-affiliated cities;
- District-level public security of districts, towns, and provincial cities under the central-affiliated cities;
- Communal-level public security of communes, wards, and townships.
