Procedures for issuance of Airport/Aerodrome Registration Certificates in Vietnam as of April 10, 2024 (Internet image) 

Regarding this matter, LawNet would like to answer as follows:

On March 8, 2024, the Minister of Transport issued Decision 229/QD-BGTVT on the announcement of administrative procedures that have been amended and supplemented in the aviation sector under the management of the Ministry of Transport.

Procedures for issuance of Airport/Aerodrome Registration Certificates in Vietnam as of April 10, 2024

Procedures for issuance of Airport/Aerodrome Registration Certificates in Vietnam as of April 10, 2024 are as follows:

(1) Submission:

The airport or aerodrome owner or managing organization shall submit a set of documents requesting the issuance of airport/aerodrome registration certificates directly or through the postal system, via electronic platforms, or other suitable forms to the Civil Aviation Authority.

(2) Processing:

- Within a period of 10 days from the date of receiving the valid documents as prescribed, the Civil Aviation Authority is responsible for evaluating the documents.

- Within a period of 03 working days from the completion of the evaluation, the Civil Aviation Authority shall issue the airport/aerodrome registration certificates and send the results directly, through the postal system, via electronic platforms, or in other suitable forms to the airport or aerodrome owner or managing organization.

Send the results of the airport/aerodrome registration certificate issuance to the Civil Aviation Authority for registration of the airport or aerodrome in the Register of Airports. In case of refusal to issue the airport/aerodrome registration certificates, the Civil Aviation Authority shall notify in writing, stating the reasons.

The deadline for document evaluation is 10 days from the date of receiving the valid documents.

The decision to issue the certificate: 03 working days from the completion of the evaluation.

- Implementing agency for administrative procedures:

+ Deciding authority: Civil Aviation Authority.

+ Direct implementing agency: Civil Aviation Authority.

Components, quantity of application for airport/aerodrome registration certificates

- Components of documents:

+ Request for airport/aerodrome registration certificates according to the prescribed form;

+ Copy or electronic copy of the establishment decision of the airport or aerodrome owner or managing organization (in case the business registration certificate is not available);

+ Copy or electronic copy of the investment decision or investment plan decision of the airport or aerodrome in case of new construction, renovation, upgrading, or expansion of the airport or aerodrome;

+ Copy or electronic copy of the infrastructure structure confirmation documents of the airport or aerodrome that have completed the acceptance procedures according to the regulations on construction investment in case of new construction, renovation, upgrading, or expansion of the airport or aerodrome.

- Quantity of documents: 01 set.

Fees for issuance of airport/aerodrome registration certificates

The fees for evaluating the issuance of airport/aerodrome registration certificates are as follows:

- For international airports: VND 70,000,000 per issuance.

- For other airports: VND 40,000,000 per issuance.

- For heliports and specialized airports: VND 15,000,000 per issuance.
