On December 31, 2024, the Minister of National Defense of Vietnam issued Circular 122/2024/TT-BQP stipulating the implementation of grassroots democracy in the Vietnam People's Army.

Measures to ensure the implementation of grassroots democracy in the Vietnam People's Army

The measures to ensure the implementation of grassroots democracy within the Vietnam People's Army include:

- Organizing dissemination, education, and raising awareness and responsibility for soldiers, workers, denfense public employees, and laborers regarding the implementation of democracy.

- Setting up suggestion boxes and publicly providing contact numbers of heads of agencies, units, and enterprises to receive information from soldiers, workers, denfense public employees, and laborers.

Strictly enforcing regulations on democratic dialogue and addressing reflected issues, proposals, complaints, and denunciations. Proactively detecting and rigorously handling acts of repression or intimidation against individuals who provide feedback or lodge complaints.

- Organizing citizen receptions according to legal regulations, promptly resolving issues related to the lawful rights and interests of citizens.

- Promoting the role of mass organizations (youth, trade union, women) and the Council of Soldiers in supervising and socially critiquing; contributing to the development of party organizations, agencies, units, and enterprises; and protecting the lawful rights and interests of soldiers, workers, denfense public employees, laborers, members, and followers.

- Promptly recognizing and rewarding collectives, individuals, and organizations that effectively promote democracy; detecting and strictly dealing with organizations and individuals violating the law and regulations of the Ministry of Defense regarding the implementation of democracy.

- Supporting and encouraging the application of science, equipping with technical means, and ensuring necessary conditions for organizing the implementation of grassroots democracy suitable with the construction and development of the electronic Government of Vietnam and digital Government of Vietnam within the Ministry of Defense.
