On December 30, 2024, the Government of Vietnam issued Decree 175/2024/ND-CP detailing a number of articles and measures for the implementation of the Law on Construction 2014 regarding construction management.

Latest regulations on construction survey tasks in 2025 in Vietnam​

Article 30 of the Decree 175/2024/ND-CP specifies the regulations regarding the construction survey tasks as follows:

(1) The construction survey task is prepared for the survey work serving the preparation of construction investment projects, construction design, repair, renovation, expansion, and upgrading of works, or serving other related survey tasks involving construction activities.

(2) The construction survey task is prepared by the design contractor or the construction survey contractor. In case of not being able to select a design contractor, construction survey contractor, or in other survey cases, the investment decision-maker or the owner or the competent authority assigning the PPP project can hire an organization or individual or assign an affiliated organization or individual with sufficient survey or construction design competence in accordance with this Decree to prepare the construction survey task.

(3) The owner is responsible for approving the construction survey task in writing or approving directly the construction survey task.

(4) The contents of the construction survey task include:

- Purpose of the construction survey;

- Scope of the construction survey;

- Requirements for the application of standards, technical regulations on construction survey;

- Preliminary estimate of the volume of survey works, construction survey budget (if any);

- Duration of the construction survey.

(5) The construction survey task is amended and supplemented in the following cases:

- During the construction survey, discovering abnormal factors that may directly affect the design solution or when there is a change in the design task requiring a supplement to the construction survey task;

- During designing, the design contractor finds that the construction survey task and the construction survey report do not meet the design requirements;

- During construction, discovering abnormal geological factors that do not meet the survey task approved by the owner or design consultant which may affect the construction quality, construction methods of the project.

(6) When preparing the survey tasks for the subsequent design step, it is necessary to consider the survey tasks and survey results carried out in the previous design step and other related survey results conducted earlier (if any).

Regulations on construction survey technical plans in Vietnam

- The survey contractor prepares the construction survey technical plan in accordance with the construction survey task.

- Content of the construction survey technical plan:

+ Basis for preparing the construction survey technical plan;

+ Component, volume of survey work;

+ Methods, survey equipment, and laboratories used;

+ Standards, technical regulations on construction survey applied;

+ Implementation organization and quality control measures of the survey contractor;

+ Implementation schedule;

+ Safety measures for persons, equipment, technical infrastructure works, and other construction works in the surveyed area; environmental protection measures, preservation of landscape in the surveyed area, and restoration of the status quo after the completion of the survey.

- The owner is responsible for inspecting or hiring a consulting unit with sufficient competence to verify the construction survey technical plan and approving the construction survey technical plan following the contract provisions.
