Procedure for Formulating and Approving the Five-Year Plan QCVN of the Ministry of Industry and Trade

On December 03, 2014, the Ministry of Industry and Trade issued Circular 46/2014/TT-BCT regarding the development and application of national standards and national technical regulations of the Ministry of Industry and Trade.

According to Article 15 of Circular 46/2014/TT-BCT, the five-year plan for developing national technical regulations of the Ministry of Industry and Trade (five-year plan for QCVN) must meet the requirements of state management, including orientations, roadmaps, and implementation solutions, with expected outcomes for each year. The content of the five-year QCVN plan must reflect the systematic and synchronous nature concerning the fields and subjects that require the establishment of national technical regulations, arranged in a priority order suitable for management requirements for each year.

The procedure for developing and approving the five-year plan for national technical regulations of the Ministry of Industry and Trade includes the following steps:

- Based on the conditions and development requirements of the industry and trade sector, management requirements for products, goods, services, and the environment under the responsibility of the Ministry of Industry and Trade, the proposals of general departments, departments, and specialized management units, the Department of Science and Technology shall compile, evaluate the necessity, and propose a draft five-year QCVN plan;- The draft five-year QCVN plan shall be sent to relevant organizations and individuals for comments and simultaneously posted on the Ministry of Industry and Trade's electronic information portal for 60 (sixty) days;- Based on the feedback from relevant organizations and individuals, the Department of Science and Technology shall compile, revise, and finalize the draft five-year QCVN plan for submission to the Minister of Industry and Trade for consideration and approval.

**Note:**The five-year QCVN plan is adjusted and supplemented as decided by the Minister of Industry and Trade.
