The Central Organizing Committee issued Instruction 24-HD/BTCTW in 2023 on the organization and operations of military cells in communes, wards, and towns.
According to Instruction 24-HD/BTCTW, the party member structure of the commune's military cell includes: Secretary of the Party Committee; Chairman of the Commune People's Committee; Party members in the military command; mobile militia units; standing militia; and maritime militia (if any) (hereinafter collectively referred to as militia).
At the commune military party congress, the party committee and deputy party secretary are elected; after the commune-level Party Congress or when there is a change in personnel of the Commune-level Party Secretary or Chairman of the Commune-level People's Committee, the commune-level Party Executive Committee shall appoint the Secretary of the Commune Party Committee to join the Party Committee and hold the position of Secretary of the Commune Military Party, and appoint the Chairman of the Commune People's Committee to join the Party Committee. (For commune military branches, there are 5 members).
Previously, according to Instruction 35-HD/BTCTW in 2009, the party member structure and leadership of the commune military cell were prescribed as follows: - Party member structure of the commune military cell, including: Secretary of the commune Party Committee (ward, town); Party members in the military command; Party members in automatic militia units; and standing militia (if any). - The leaders of the commune's military cell are the military command, mobile militia units, and standing militia (if any). |
Specifically, according to Instruction 24-HD/BTCTW, the relationships between commune military cells are as follows:
- For the commune-level party committee, the military cell is a subordinate cell and is under the direct leadership of the commune-level grassroots party committee.
- For the cells under the grassroots Party Committee at the commune level, it is a working coordination relationship.
- For the Commune Military Command, it is a relationship of leadership and obedience.
- For departments, branches, socio-political organizations at the commune level, party committees, and leadership cells of the military command, preside and coordinate work.
- For district-level military party committees, commune military cells are subject to guidance and direction on local defense and military tasks.
Previously, according to Instruction 35-HD/BTCTW in 2009, the relationships of cell cells were regulated as follows: - For commune (ward, town) Party Committee: The military cell is a subordinate cell and is under the direct leadership of the commune (ward, town) Party Committee. - For the party cells directly under the Party Committee at the commune (ward, town) level, it is a working coordination relationship. - For the military command of a commune (ward or town), it is a relationship of leadership and obedience. |
** Pursuant to this Instruction and the specific situation of the locality, provincial and city party committees direct the immediate superior party committees of grassroots party organizations to continue to lead and improve the quality of operations of established commune military cells. At the same time, direct and guide the establishment of military cells in all communes, wards, and towns to be completed in 2024.
Instruction 24-HD/BTCTW takes effect from the date of signing (September 20, 2023) and replaces Instruction 35-HD/BTCTW, dated October 15, 2009, of the Central Organizing Committee on the organization and operation of military cells of communes, wards, and towns.
During the implementation process, if there are any problems, provinces and city Party Committees should report them to the Central Organizing Committee for guidance.
