Regarding this issue, LawNet would like to answer as follows:
On October 30, 2023, the Prime Minister issued Decision 2795/QD-BCT promulgating the Science, Technology, and Innovation Strategy to serve the development of the Industry and Trade sectors until 2030.
The detailed objectives for this Strategy are as follows:
(1) General objective
Science, technology, and innovation contribute practically to the implementation of objectives and plans for the development of the Industry and Trade sector, implementing industrial and commercial restructuring in the period 2021–2030; truly becoming an important driving force to build a modern national industry with high productivity, quality, added value, and competitiveness; the ability to be self-reliant, adaptable, resilient, and have advanced technological levels in many important fields;
Actively contribute to developing trade in a modern direction with fast and sustainable growth, promoting advantages, and effectively exploiting free trade agreements associated with improving the reputation and quality of Vietnamese goods.
(2) Specific objectives until 2030
- Enhance the contribution of science, technology, and innovation to the overall growth of the industry and trade through research and development activities, application, transfer, innovation, mastering, and localization of advanced and modern technology and equipment, improving organizational capacity, and corporate governance;
Make a worthy contribution to the implementation of the common objectives of the entire Industry and Trade sector by 2030: The industrial added value growth rate reaches an average of over 8.5%/year; the average growth rate of industrial labor productivity is 7.5%/year.
- Science, technology and innovation play an important role in serving industrial development, with a focus on foundation industries, processing industries, manufacturing, contributing to shifting the intra-industry structure to production stages with high added value in the production value chain;
Promote the development of new industries and high-tech industries; make practical contributions to the implementation of the objectives by 2030: the proportion of processing and manufacturing industries reaches about 30% of GDP and the proportion of high-tech industrial products in processing and manufacturing industries reaches over 45%.
- Science, technology, and innovation ensure the provision of scientific and practical arguments to build and implement appropriate mechanisms and policies to serve domestic trade development and market expansion. export;
Promote the application of modern technology and digital transformation in commercial activities and market management; develop e-commerce, the digital economy and new business models; Actively contributing to the objective of growing e-commerce sales between businesses and consumers (Business to Customer - B2C) by an average of 20–25% per year.
- The proportion of scientific and technological tasks originating from practical needs and having results applied in practice is over 90%; At least 50% of the research results can be transferred to businesses to serve production and business; At least 30% of research results are registered for intellectual property protection; 15% of science and technology tasks participate in postgraduate training.
- Science and technology organizations in the Industry and Trade sectors have improved research capacity, become strong research subjects, and operate under an autonomous and self-responsible mechanism; strive to have about 10 specialized laboratories and testing facilities with modern research facilities and equipment, meeting ISO/IEC 17025:2017 standards;
About 10 science and technology research units have experimental production facilities, consulting centers, technology transfer companies, or affiliated start-up companies to commercialize research results; The rate of research staff with postgraduate qualifications at public science and technology organizations in the Industry and Trade sectors reaches at least 50%, of which doctoral efforts account for over 10%.
- Complete the system of national technical standards and regulations in the Industry and Trade sectors in a comprehensive and comprehensive direction, meeting the requirements of state management tasks in harmony with international standards and in accordance with international commitments;
Contribute to encouraging businesses to apply advanced technology and improve productivity, quality, and competitiveness of Vietnamese products and goods; The harmonization rate of the national standards system in the Industry and Trade sector with international standards is over 70%.
- Support at least 200 businesses to apply advanced technology as a result of science, technology, and innovation activities in management, production, and business, bringing positive results in operations. (shown by growth in revenue, profits, job creation, and improved working conditions for workers, etc.)
