Procedures for issuance of industry and trade specialized inspector's cards in Vietnam from September 11, 2024

On September 06, 2024, the Minister of Industry and Trade issued Circular 15/2024/TT-BCT stipulating the contents related to specialized inspections in Industry and Trade, including provisions on the Inspection Plan and specialized inspection tasks in Vietnam.

The procedures for issuance of industry and trade specialized inspector's cards in Vietnam from September 11, 2024 are as follows:

- Forms of Issuing Cards

+ New Issuance: For individuals meeting the conditions and standards stipulated in Article 3 of Circular 15/2024/TT-BCT and assigned by the head of the agency to perform specialized inspection tasks;

+ Re-issuance: For cards that are lost, damaged, and unusable; or when there is a change in the information recorded on the card. The reissued card retains the usage period and serial number of the previously issued card.

- Sequence and Procedures for Issuing Cards

+ Card Issuance Dossier: An official dispatch requesting the card issuance from the head of the agency to the Inspectorate of the Ministry of Industry and Trade; a list of proposed card recipients; 02 (two) portrait photos of the proposed card recipients taken against a white background (size 20mm x 30mm) within 6 months, with their full name and working unit inscribed on the back of the photo.

In  the  case  of  re-issuance  due  to  loss,  the  proposed  card  recipient  must  submit  an  explanatory  document  and  obtain  confirmation  from  their  working  agency.In  the  case  of  damaged  cards,  the  damaged  card  must  be  included  in  the  re-issuance  dossier.

+ Approval Timeline for Card Issuance: The head of the agency is responsible for submitting the card issuance dossier to the Inspectorate of the Ministry before March 25 and September 25 each year. The Chief Inspector of the Ministry decides on card issuance in April and October each year.

In  cases  where  work  requirements  necessitate,  the  Chief  Inspector  of  the  Ministry  will  consider  and  decide  on  card  issuance  based  on  the  proposal  of  the  head  of  the  agency  assigned  to  perform  specialized  inspection  functions.

- The head of the agency is responsible for ensuring the conditions and standards of the individuals proposed for card issuance.

- The unit responsible for personnel organization within the agency assigned to perform specialized Industrial and Trade inspection functions is responsible for advising the head of the agency on matters related to new issuance, re-issuance, temporary suspension, and card revocation proposals.
