Standards for applying policies to attract and utilize talented individuals in Vietnam under Decree 179

According to Article 4 of Decree 179/2024/ND-CP, the standards and conditions for implementing policies to attract talented individuals to work in state agencies are stipulated as follows:

(1) Officials and public employees must meet the following standards and conditions:

- Possess strong political stance; good political and moral qualities; clear background; sufficient health to perform tasks; aspiration to dedicate and serve the Fatherland and the People; dynamic, creative, willing to think, to do, and to take responsibility for common interests;

- Take the lead in advising and proposing to competent authorities policies and solutions that bring high efficiency and create breakthroughs in the execution of tasks and public duties; have research projects or proposals applied that bring high value and effectiveness in key national or local fields and strategies;

- Fulfill other specific standards and conditions as prescribed by ministries and central authorities.

(2) Outstanding graduates and young talented scientists must meet one of the following standards and conditions:

- Graduates who were valedictorians at domestic higher education institutions or graduated with distinction or higher from prestigious international higher education institutions recognized as equivalent in terms of degrees and certificates, within the age specified in Article 1 of the Youth Law at the time of application submission;

- Graduates with excellence from domestic higher education institutions, within the age specified in Article 1 of the Youth Law at the time of application submission and falling into one of the following personal achievement categories:

Achieved third prize or higher in provincial level excellent student selection contests, encouragement prize or higher in national level contests, or Certificate of Merit or higher in international contests in natural sciences (mathematics, physics, chemistry, biology, computer science) and social sciences (literature, history, geography, foreign languages) during high school;

Achieved third prize or higher at national or international level scientific-technical contests during high school or university level;

Achieved third prize or higher in Olympic contests in subjects such as mathematics, physics, chemistry, mechanics, computer science or other majors during university as recognized by the Ministry of Education and Training.

- Individuals with a doctorate, second-level medical specialization, or second-level pharmaceutical specialization education within domestic educational institutions, within the age stipulated by the Government of Vietnam concerning the employment and emphasis on individuals engaged in science and technology activities at the time of application submission.

(3) Experts, managers, business executives, leading scientists who are Vietnamese or foreign nationals must meet one of the following standards and conditions:

- Individuals with doctoral degrees or post-doctoral qualifications from prestigious global educational institutions;

- Individuals who have taught, conducted scientific research, technology transfer at research institutions, international scientific and technology cooperation programs, projects, or research departments of reputable foreign enterprises in fields matching Vietnam's science and technology tasks;

- Experts, managers, business executives actively working in Vietnam's and international leading businesses and organizations, with extensive expertise and remarkable achievements in their fields, fitting the requirements for performing economic, scientific, technological development, or strategic tasks in Vietnam;

- For experts, managers, business executives, leading scientists who are foreign nationals, in addition to the abovementioned regulations, they must also meet other conditions as prescribed by Vietnamese law.
