Circular 61/2008/TT-BQP stipulates leadership allowances for principals, vice-principals of preschools in the military and specialized staff (where there is a specialized staff structure) of grassroots union organizations, youth unions, and women's unions. - For grade 1 preschools: Principal: coefficient of 0.35 compared to the minimum wage, Vice-Principal: coefficient of 0.25 compared to the minimum wage.

- For grade 2 preschools: Principal: coefficient of 0.25 compared to the minimum wage, Vice-Principal: coefficient of 0.15 compared to the minimum wage.
