According to Official Dispatch 429/UBND-NC dated February 11, 2025, the People's Committee of Hanoi requires the district-level People's Committees, district-level towns to develop and implement the arrangement of the organizational structure of their affiliated professional departments. The specific arrangement plan is as follows:

- Maintain 06 departments and equivalents: (1) People's Council and People's Committee Office; (2) Inspectorate; (3) Justice Department; (4) Finance - Planning Department (after arrangement to be renamed Finance Department); (5) Education and Training Department; (6) Health Department.

- Arrange, merge, and adjust the functions and duties of certain departments:

+ Merge the Labor - War Invalids and Social Affairs Department and the Home Affairs Department (name after arrangement: Home Affairs Department); transfer functions related to vocational education on the premises to the Education and Training Department; transfer functions related to social protection, children, prevention of social evils to the Health Department.

+ For the Natural Resources and Environment Department:

++  Urban  districts:  Transfer  the  functions  of  natural  disaster  prevention,  agriculture  sector  fields  (for  districts  still  with  agriculture  fields)  from  the  Economic  Department  to  the  Natural  Resources  and  Environment  Department;  named  after  arrangement  is  the  Natural  Resources  and  Environment  Department.

++  Rural  districts  and  district-level  towns:  Receive  functions  in  agriculture  and  rural  development,  natural  disaster  prevention  from  the  Economic  Department  and  rename  it  Agriculture  and  Environment  Department.

+ The Culture - Information Department shall receive functions and duties in the fields of science and technology, innovation from the Economic Department and be renamed Culture, Science and Information Department.

+ For the Economic Department:

++  Urban  districts:  Transfer  the  functions  of  natural  disaster  prevention,  fields  belonging  to  agriculture  and  rural  development  sectors  from  the  Economic  Department  to  the  Natural  Resources  and  Environment  Department;  transfer  functions  in  science,  technology,  and  innovation  to  the  Culture  and  Information  Department;  merge  with  the  Urban  Management  Department  and  rename  the  Economic,  Infrastructure  and  Urban  Department.

++  Rural  districts  and  district-level  towns:  Transfer  functions  in  agriculture,  forestry,  irrigation,  fisheries,  disaster  prevention,  quality  and  safety  of  agricultural,  forestry,  fishery  products  to  the  Agriculture  and  Environment  Department;  transfer  functions  in  science,  technology,  and  innovation  to  the  Culture,  Science  and  Information  Department;  merge  with  the  Urban  Management  Department  and  rename  the  Economic,  Infrastructure  and  Urban  Department.

+ Ethnic Department (currently only one department under the People's Committee of Ba Vi district): Dissolve the Ethnic Department under the People's Committee of Ba Vi district, transfer functions, and duties of the Ethnic Department to the Home Affairs Department.

- Organizational structure after arrangement: Includes 10 professional departments, ensuring the number of departments under the People's Committee as prescribed, specifically:

(1) Home Affairs Department

(2) Justice Department

(3) Finance Department

(4) Education and Training Department

(5) Economic, Infrastructure and Urban Department

(6) Culture, Science and Information Department

(7) Health Department

(8) Inspectorate

(9) Office of the People's Council and People's Committee

(10) Natural Resources and Environment Department (for districts and district-level towns is Agriculture and Environment Department).

To promptly issue decisions on the establishment and define the functions and duties of the new departments, district-level People's Committees, district-level towns are proactive in drafting the arrangement Scheme for the organizational structure (as per the attached template); draft Resolutions of the People's Council at the same level regarding the establishment of professional departments as prescribed; report to the Standing Committee of Party Committees on the organizational arrangement, staffing of each professional department, personnel assignments to present to competent authorities for issuance immediately after the National Assembly passes the Law on Organization of Local Governments (amended), the Government of Vietnam issues the Decree on the organization of provincial and district-level professional agencies ensuring continuous, effective, efficient operation without legal voids.

Implementation time: districts, district-level towns complete the issuance of establishment Resolutions, staffing allocation decisions, and personnel work decisions for professional departments after the organizational arrangement between February 18, 2025, and February 20, 2025.
