Below are the new regulations on the number, structure, and ratio of levels of judges of the People's Court of Vietnam from February 6, 2025.

On February 6, 2025, the Standing Committee of the National Assembly of Vietnam passed Resolution 67/2025/UBTVQH15 stipulating the ranks, conditions of each rank, rank promotion, and the quantity, structure, and proportion of the ranks of People's Court Judges.

Regulations on the quantity and structural proportions of judge positions in the People's Courts of Vietnam from February 06, 2025

According to Article 8 of Resolution 67/2025/UBTVQH15, regulations on the quantity, structure, and proportion of the ranks of People's Court Judges are as follows:

- The total number of People's Court Judges across all levels is 7,004. The quantity, structure, and proportion of the ranks of People's Court Judges in various courts are as follows:

+ The Supreme People's Court has Judges of People's Court rank 1, rank 2, and rank 3.

The number of Judges in the Supreme People's Court is 50, with the proportion of rank 3 Judges not exceeding 40%, rank 2 Judges not exceeding 30%, and the remainder being rank 1 Judges;

+ The High People's Court has Judges at rank 3, totaling 170 individuals;

+ Provincial People's Courts and specialized first-instance courts have Judges at rank 2 and rank 3.

The number of Judges in the Provincial People's Courts is 1,235, with the proportion of rank 3 Judges not exceeding 30%, and the remainder being rank 2 Judges;

+ District People's Courts have Judges at rank 1 and rank 2.

The number of Judges in the District People's Courts is 5,549, with the proportion of rank 2 Judges not exceeding 30%, and the remainder being rank 1 Judges.

- The total number of Judges in Military Courts is 129. The quantity, structure, and proportion of ranks in Military Courts are as follows:

+ The Central Military Court has rank 3 Judges, totaling 15 individuals;

+ Military Zone and equivalent Military Courts have rank 2 and rank 3 Judges.

The number of Judges in Military Zone and equivalent Military Courts is 54, with the proportion of rank 3 Judges not exceeding 30%, and the remainder being rank 2 Judges;

+ Regional Military Courts have rank 1 and rank 2 Judges.

The number of Judges in Regional Military Courts is 60, with the proportion of rank 2 Judges not exceeding 30%, and the remainder being rank 1 Judges.

Principles for promoting judges of People's Court of Vietnam from February 6, 2025

Principles for the promotion of People's Court Judges:

- The promotion of People's Court Judges is conducted through evaluation; ensuring the conditions of each rank; based on job positions, quantity, structure, and proportion of ranks at each level of the court as assigned, and other regulations within this Resolution;

- Ensuring transparency, objectivity, and legality;

- Evaluation for the promotion of Judges to the next higher rank is only undertaken when adjacent to the current rank;

- No evaluation for Judge rank promotion is undertaken for those currently under disciplinary action or under investigation, prosecution, trial, or those under regulations related to discipline according to the Party, State laws.
