On February 6, 2025, the Standing Committee of the National Assembly of Vietnam passed Resolution 67/2025/UBTVQH15, providing regulations on the ranks, conditions for each rank, the promotion of ranks, and the number, as well as the structure ratio of the ranks of judges of the People's Court.
A rank 3 judge of People's Court of Vietnam must meet one of the following conditions:
- Served as a rank 2 judge of People's Court of Vietnam for at least 5 years; possesses the ability to adjudicate and resolve cases under the jurisdiction of the higher People's Court or the Central Military Court;
- Has at least 15 years of experience in legal work, appointed as a Judge of the People's Court for the first time; possesses the ability to adjudicate and resolve cases under the jurisdiction of the higher People's Court or the Central Military Court;
- A Judge of the People's Court working at the Supreme People's Court who meets the conditions stipulated in Clause 1 or Clause 2 of Article 4 of Resolution 67/2025/UBTVQH15; has the capacity to perform the tasks and exercise the powers specified in Clause 2 and Clause 3 of Article 93 of the Law on Organization of People's Courts 2024;
- A rank 2 judge of People's Court of Vietnam appointed to the position of Chief Justice of the Provincial People's Court, Chief Justice of a specialized first-instance People's Court, or Chief Justice of a Military Regional Court and equivalent; possesses the ability to adjudicate and resolve cases under the jurisdiction of the higher People's Court or the Central Military Court;
- A person appointed as a Judge of the People's Court as stipulated in Point b, Clause 2, Article 95 of the Law on Organization of People's Courts 2024, transferred by a competent authority or organization to assume one of the following positions: Chief Justice of the Provincial People's Court, Chief Justice of a specialized first-instance People's Court, Chief Justice or Deputy Chief Justice of the higher People's Court, Chief Justice of a Military Regional Court and equivalent, Deputy Chief Justice of the Central Military Court;
- A person appointed as a Judge of the People's Court while holding the position of Department Head and equivalent at the Supreme People's Court; possesses the ability to adjudicate and resolve cases under the jurisdiction of the higher People's Court and the capacity to perform tasks and exercise the powers specified in Clause 2 and Clause 3 of Article 93 of the Law on Organization of People's Courts 2024.
