This is one of the critical contents stipulated in the Promulgation of economic-technical norms for managing and maintaining inland waterways, issued on November 10, 2014.

Circular 64/2014/TT-BGTVT stipulates labor norms in the management and maintenance of inland waterways as follows:
- The values in this set of norms are established under normal working conditions and do not account for complex factors occurring during the implementation of work steps. The specifiable values in this set of norms are based on the dry season.
- Norms combined with watercraft during the flood season are calculated additionally: journey of the watercraft (average downstream and upstream) multiplied by a coefficient of 1.2; other tasks multiplied by a coefficient of 1.1.
- All norms executed in canals are multiplied by a coefficient of 0.8. Tasks executed in estuary areas, river mouths, coastal areas, high mountainous regions, and lake areas are multiplied by a coefficient of 1.2.
- Norms for tasks involving setting, extraction, adjusting, erosion control, and maintenance of buoys not listed in the norm table are calculated using interpolation and extrapolation methods.
- Norms for sphere-shaped buoys with a cylindrical structure, sphere-shaped signs use the norm of cylindrical buoys with the same diameter multiplied by a coefficient of 1.05.
- Norms for tubular buoys are taken as the norm of cylindrical buoys with the same diameter multiplied by a coefficient of 0.8.
- Labor norms for adjusting and transferring concrete signal posts are multiplied by a coefficient of 1.3 of the same type of iron posts.
