On December 19, 2012, the Ministry of Education and Training issued Circular 52/2012/TT-BGDDT promulgating the Regulations of the competition for teachers serving as Leader for the Ho Chi Minh Young Pioneers Organization.

At Article 16 of the Rules of the Competition for teachers serving as leaders of Ho Chi Minh Young Pioneer Organization, issued in conjunction with Circular 52/2012/TT-BGDDT: The organizing committee shall arrange the time to conduct the Competition contents, announce the Competition schedule to the participating units one week before the Competition time, and publicly post it at the Competition locations. The evaluation of the Competition contents is specifically stipulated as follows:
- Initiatives, models, or applied pedagogical scientific research products related to Team activities and children's movements are evaluated on a 10-point scale as regulated by the head of the organizing committee, scored independently by two judges;
For initiatives, models, or reports of applied pedagogical scientific research related to Team activities and children's movements that have been evaluated and rated by the department of education and training, the results of that evaluation and rating shall be used and converted to a 10-point scale as regulated by the head of the organizing committee.
- Knowledge and skill tests are evaluated on a 10-point scale, according to the scoring guide of the test board. If a written test is organized, the written test will be independently scored by two judges. If an oral examination is organized, the oral test will be scored independently by at least two judges;
- Practical tests are evaluated on a 10-point scale. Each practical test will be independently scored by at least two judges.
- The talent test for the Team Leader is evaluated on a 10-point scale. Each talent test for the Team Leader will be scored independently by at least three judges.
The final score for each Competition item is the average of the judges' scores. In case of disagreement among the judges, the head judge of the Competition will review and make a decision.
