Organization committees informs the competition for outstanding leaders of Ho Chi Minh Young Pioneer Organization(Illustrative image)

According to Article 11 of the Regulations on the Competition for outstanding leaders of Ho Chi Minh Young Pioneer Organization issued together with Circular 52/2012/TT-BGDDT, it is stipulated that the head of the organizing unit (Director of the Department of Education and Training, Head of the Education and Training Office) shall issue a decision to establish the competition's organizing committee. Specifically:

Regarding the composition: Chief, deputy chiefs, and members.

- Chief:

- District-level competition: The head or deputy head of the education and training office;

- Provincial-level competition: The director or deputy director of the education and training department.

- Deputy Chiefs:

- District-level competition: Includes two deputy chiefs, one of which is the deputy head of the education and training office or a specialist in charge or an organizational officer; the other deputy chief is the president or vice president of the district team council.

- Provincial-level competition: Includes two deputy chiefs, one of which is the deputy director of the education and training department or the head of the specialized department or head of the organizational department; the other deputy chief is the president or vice president of the provincial team council.

- Members: Educational management officers, members of the skill training council, experienced team council officers, reputable, competent, and skilled specialists.

Regarding the rights and duties of the competition organizing committee:

- Organize and manage all activities of the competition according to these regulations;

- Develop the competition program, schedule, rules, and send notifications to participating units;

- Prepare venues, equipment, facilities, funding, and ensure all conditions for the competition;

- Introduce and propose qualified individuals to join the exam board and jury, and submit to the head of the organizing unit (director of the education and training department, head of the education and training office) for decision to establish the jury panel;

- Summarize, evaluate, and announce the competition results;- Perform the task of propagating the competition, report to the management agency as prescribed, and other related tasks.

Regarding the duties and rights of the chief of the competition organizing committee:

- Manage all activities of the competition. Committees and subcommittees work under the direct command of the chief of the competition organizing committee;

- Decide to revoke the right of teachers to participate in the competition and the right of judges to evaluate if they violate the regulations of the competition.
