As stated in Article 8 of the Regulation on the outstanding teachers serving as leaders of Ho Chi Minh Young Pioneer Organization, issued together with Circular 52/2012/TT-BGDDT, it is stipulated that the district-level Excellent Team Leader Teacher Contest is organized by the Department of Education and Training in cooperation with the district young pioneer council. The head of the Department of Education and Training issues the content and organizational plan of the contest according to the provisions of this Regulation. The organizational plan of the contest must be communicated in writing to the schools at least one month before the time of the contest.

In addition, Article 9 of this Regulation also stipulates that the provincial-level Excellent Team Leader Teacher Contest is organized by the Department of Education and Training in cooperation with the provincial young pioneer council. The director of the Department of Education and Training issues the content and organizational plan of the contest according to the provisions of this Regulation. The organizational plan of the contest must be communicated in writing to the district Department of Education and Training and the district young pioneer council at least two months before the time of the contest.

Furthermore, the national-level Excellent Team Leader Teacher Festival is organized by the Ministry of Education and Training in cooperation with the Central Young Pioneer Council and is conducted according to the provisions of Articles 3 and 4 of this Regulation.
