The solutions to implement and improve the effectiveness of the Market Stabilization Program for necessity goods in Hanoi in 2024 are as follows:
- Strengthen cooperation with the departments and offices of the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development to support the provision and forecasting of market conditions, agricultural product prices monthly or seasonally through various media, ensuring comprehensive information on market supply and demand of agricultural products. This will serve as a basis for scientists, farmers, and enterprises to flexibly adjust research, production, and business activities to meet market demands and proactively seek out market outlets for agricultural products to stabilize prices and the market. Enterprises should base their plans on market demand to develop specific and detailed production and business plans to be ready to respond to situations that arise during production.
- Continuously expand the participants of the Program, including facilities from provinces and cities nationwide, to ensure supply sources from outside the city.
- Propose mechanisms and policies to mobilize all resources to implement the Program, support enterprises participating in the Program, attract reputable enterprises with large production capacities and good product quality to ensure stable supply sources, better service, and stable prices.
- Focus on investing in developing commercial infrastructure to increase the number of fixed service points in districts, towns, especially in suburban areas (supermarkets, convenience stores, markets, streets…); promote the development of a system of clean food chains, safe food stores… to meet the increasingly diverse consumer demands of the public, meeting food safety and hygiene regulations, and commercial civilization; support enterprises to build a system of scientific warehouses and logistics that meet the demand for goods storage, ensure goods preservation according to regulations, smooth circulation of goods, reduce product costs…; promote the development of online sales, hotlines…
- Review and understand the production facilities in the fields of animal husbandry and cultivation to support enterprises in creating a variety of products (livestock, poultry, processed foods, various eggs, vegetables, fruits…), expanding breeding and production areas to ensure stable supply sources for the Hanoi market meeting food safety and hygiene regulations.
- Strengthen regional linkages between Hanoi and other provinces and cities nationwide to boost goods exploitation, proactive supply sources to serve the needs of the population.
Effectively organize activities to support and consume agricultural products in Hanoi and other provinces and cities (business conferences, fairs…) and toward export (bringing products into processing, participating in Hanoi’s Vietnamese goods weeks held in France, Japan, Italy, Thailand…) to increase the value of agricultural products, raise farmers’ income, and develop stable and sustainable production. Support the provision of information on product conditions and production facilities to bring goods into distribution channels; advise on the design of product models, packaging, preservation… Regularly inform reputable distribution businesses, supermarkets, processing, and export enterprises of the detailed list of Hanoi agricultural products, from which to research and sign long-term agricultural product consumption contracts for people to proactively plan production.
Effectively implement the “Vietnamese people prioritize using Vietnamese goods” Program of the City, associated with the Market Stabilization Program to boost the work of bringing market-stabilizing goods to suburban areas and industrial zones, helping people access and purchase many goods under the Program, especially during holidays and Tet.
- Strengthen the construction and development of chains linking safe agricultural production and consumption. Particularly, build and develop production chains certified as VietGAP, GlobalGAP, HACCP, GMP, producing organically, applying high technology...; continue to promote agricultural production and processing towards concentrated specialization, apply high technology, organic agriculture, and advanced quality management programs (GAP, HACCP, ISO…) to enhance product quality, ensure food safety, and increase product value.
Support small and medium-sized enterprises with technology, techniques, standards, and quality to participate in industry linkages, the agricultural product value chain within the City.
Apply information technology, 4.0 technology in quality management, food safety, and connecting agricultural product consumption. Develop and maintain the Hanoi agricultural, forestry, and fishery product traceability system (www.check.hanoi.gov.vn), ready to connect to the national product origin traceability information portal to contribute to transparency of information for consumers, enhancing the competitiveness of enterprises.
- Strengthen the connection of enterprises participating in the Market Stabilization Program with credit organizations to access preferential loans from credit institutions for production and business activities.
- Increase information and propaganda work to achieve high efficiency of the Program. Support media for enterprises participating in the Program to attract many enterprises, serving the consumption needs of the people.
- Support licensing for vehicles of enterprises participating in the Program to transport necessity goods to operate 24/7 within the City to ensure goods are continuously circulated, promptly serving the needs of the populace within the City.
- Strengthen market inspection and control work, combating counterfeit goods production and trade, prohibited goods, smuggling, hoarding, and other illegal business activities, strictly control the quality and prices of goods… to ensure consumer trust in the program’s products, maintain a healthy market, create equal business conditions for enterprises, and strictly handle violations.
- Establish a hotline to receive feedback from businesses and consumers about goods, market price fluctuations; closely monitor the situation, develop response scenarios to promptly implement measures in case of market fluctuations in goods.
