How to Use Information in the Educational Sector Database?

Recently, the Minister of Education and Training issued Circular 26/2019/TT-BGDDT regulating the management, operation, and use of the sectoral database system for preschool education, general education, and continuing education.

Information in the sector database is used in a unified manner and has legal validity in the state management of preschool education, general education, and continuing education.

To be specific: Guidelines on the use of information in the sector database for preschool education, general education, and continuing education are defined in Circular 26/2019/TT-BGDDT as follows:

- Reporting, using information in the sector database is conducted through an account provided from the sector database system or via direct data exchange connection from local education management software when meeting the requirements.

- The use of information in the sector database must comply with legal provisions on data ownership and personal information safety protection.

- Agencies and organizations specified in Clause 2, Article 1 of this Circular participating in reporting, exploiting, using information in the sector database must issue internal regulations on management, use, and exploitation of information on the sector database system.

- Departments of Education and Training, Divisions of Education and Training, and educational institutions have the right to exploit and use data within their management scope in the sector database; and handle comments and complaints regarding data within their management scope.

Agencies, organizations, and individuals not specified in Clause 2, Article 1 of Circular 26/2019/TT-BGDDT, if there is a need to use information from the sector database, can request the managing unit according to decentralization to provide use following legal regulations.
