Hanoi: Powers of the Vietnam Peacekeeping Center

The Vietnam Ministry of National Defense issued Circular 04/2016/TT-BQP on January 12, 2016 detailing the specific powers of the Vietnam Peacekeeping Center.

Circular 04 stipulates the Vietnam Peacekeeping Center has the following functions and powers:

- Take charge of research and advise the Central Military Commission, the Minister of National Defense, and the Steering Committee of the Vietnam Ministry of National Defense on issues related to the military's participation in United Nations peacekeeping operations.

- Take charge of and cooperate with relevant agencies to draft and submit to competent authorities for the issuance of legal documents and military administrative documents related to participation in United Nations peacekeeping operations.

- Take charge and coordinate the development and implementation of work plans; organize the deployment of military forces to participate in United Nations peacekeeping operations upon approval by competent authorities.

- Coordinate with relevant agencies and units to advise and assist the Ministry of National Defense on personnel selection, procurement of equipment and materials, training, education, and organization to secure the military force participating in United Nations peacekeeping operations.

- Assist the Steering Committee of the Ministry of National Defense in cooperating with central committees, ministries, organizations, and related individuals in carrying out the tasks of the Steering Committee.

- Take charge of and cooperate with relevant agencies and units in performing international cooperation tasks in the field of United Nations peacekeeping operations.

- Act as the standing body in charge of coordination and organization for the implementation of the tasks of the Steering Committee of the Ministry of National Defense.- Directly manage and operate the military force participating in United Nations peacekeeping operations; serve as the focal point for maintaining the command information of the Ministry of National Defense regarding the military's participation in United Nations peacekeeping operations.

- Take charge of and cooperate with relevant agencies in guiding peacekeeping activities for military officers and Vietnam Military Attachés in the Vietnam Delegation to the United Nations; organize delegations to the United Nations peacekeeping missions where Vietnam participates to perform tasks.

- Take charge of participating in negotiations and submit to the Head of the Ministry of National Defense or competent authorities for the signing of international treaties and agreements on peacekeeping between Vietnam and the United Nations; and between Vietnam and foreign partners.

- Coordinate with functional agencies of the Ministry of Foreign Affairs to implement financial agreements and payments with the United Nations and foreign partners according to signed agreements; receive, manage, and utilize sponsorship funds in the field of peacekeeping as per the regulations of law and the Vietnam Ministry of National Defense.

- Take charge of or cooperate in conducting scientific research on United Nations peacekeeping operations.

- Implement reporting policies, mid-term and final reviews, and propose commendation and discipline for the military force participating in United Nations peacekeeping operations.

- Develop a comprehensively strong unit and perform other tasks and authorities as assigned by competent authorities.
