Hanoi: Officials and Public Employees Are Given Priority for Conscription

Recently, the People's Committee of Hanoi issued Directive 18/CT-UBND regarding the selection and enlistment of citizens for military service in 2020.

To complete the targets for conscription in 2020 according to Decision 72/QD-TTg dated October 11, 2019, of the Prime Minister of the Government of Vietnam; Directive 18/CT-UBND has set forth several tasks aimed at enhancing the selection and conscription process in 2020. To be specific:

- Strictly implement the process of nomination and recommendation at the village level, preliminary selection, and consideration at the commune level to ensure democracy, transparency, and openness;- Organize and effectively conduct the military service health check-up, mobilize no more than 3 people per conscription quota for the health check-up;- Ensure the quality of recruits, focusing on selecting and conscripting citizens who have graduated from universities, colleges, intermediate vocational schools, and officials and public employees;- Re-examine the health condition of citizens who were returned by the recruiting unit due to health standards not being met (if any) to clarify responsibilities, and the locality with returned citizens must replace them.

According to Directive 18, localities need to promptly allocate conscription targets to the grassroots level (immediately after receiving the city's quota) in combination with planning to create a pool of reserve military personnel. Coordinate closely between localities and military units to support families of active-duty service members facing difficulties.

Additionally, it is necessary to organize a warm and thorough reception for returning service members to their localities; register and manage them in the reserve category; create favorable conditions for vocational training, job introduction, and quickly stabilize the lives of returning service members.
