On January 12, 2025, the Prime Minister of the Government of Vietnam issued Decision 76/QD-TTg on the Plan for the implementation of the Planning for Ben Tre Province for the period 2021-2030, with vision to 2050​.

The Prime Minister of the Government of Vietnam issued the Plan for the implementation of the Planning for Ben Tre Province for the period 2021-2030, with vision to 2050​ with the following main points:

* Fully Complete the System of Plans

- Continue to review, abolish, and publicly announce the list of plans that have expired according to the provisions of Clause 1, Article 59 of the Planning Law 2017.

- Review, establish, and adjust urban and rural plans, technical and specialized plans within Ben Tre Province in accordance with specialized laws, ensuring consistency and synchronization with the provincially approved plan.

* Implement Programs and Projects to Execute the Plan

** Public Investment Projects

- Focus and prioritize the implementation of modern and synchronized infrastructure construction projects, creating significant spread, particularly the strategic transportation infrastructure of the province, promoting inter-regional and intra-regional connectivity; develop three socio-economic regions (the eastern coastal area, the northern region of Ham Luong River, and the southern region of Ham Luong River) linked with five economic corridors (three west-east and two north-south economic corridors). Concentrate on developing the eastern coastal region as the province's driving force (developing coastal transportation, seaports, logistics infrastructure, processing, and manufacturing industries, renewable and new energy; developing integrated urban-service-tourism, high-tech agriculture adaptive to climate change) as identified in the provincial plan to attract investment capital, ensuring a reasonable and effective investment structure.

- Continue to prioritize investment to complete industrial parks, clusters, irrigation, water supply and drainage, waste and wastewater treatment, health, education, social security, national defense, security, environmental protection, disaster prevention and mitigation, climate change adaptation, and sea level rise; achieve the goals of green and sustainable development; focus on infrastructure investment serving the socio-economic development of the province's difficult regions.

** Projects using Non-Public Investment Capital

- Invest in improving the province's infrastructure to maximize the effectiveness of the infrastructure works already and currently being implemented with public investment capital. Promote investment attraction to expand, enhance the productivity and efficiency of production and business facilities in the province.

- Priority investment attraction sectors and fields include: industrial parks, industrial clusters infrastructure (priority for attracting investment for developing industrial parks and clusters in the northern and eastern parts of the province linked with the development of the northern Ham Luong River region and the eastern coastal region); development of high-tech agricultural production areas, concentrated livestock farms, crop farms, large-scale aquaculture areas, specialized cultivation areas with advanced, modern technology applied, linked to deep processing; high-tech application manufacturing; energy, power sources, and grid; logistics infrastructure, seaport systems, ports, inland waterways; attract investment development of integrated service areas, resorts, recreation, sports, golf courses, educational infrastructure, healthcare, culture, sports, commerce, services, environment...

* List of Priority Investment Projects by 2030

- Orientation for the list of programs, projects, prioritized for investment, investment phase, and resources for implementation by 2030 according to various sectors and fields. (The detailed list of projects is attached in the appendix)

- The position, boundary scope, land use area, route orientation, total investment, and investment structure, implementation capital sources, and detailed information of the projects will be specified in urban planning, rural planning, district-level land use planning, technical and specialized planning, or during the formulation, appraisal, approval, or decision on investment policy, investment decision for programs and projects.
