On January 12, 2025, the Steering Committee for the review of the implementation of Resolution No. 18-NQ/TW of the Government of Vietnam issued Official Dispatch 05/CV-BCDTKNQ18 regarding the supplementation and completion of plans for organizing specialized agencies under the provincial and district People's Committees.

Proposed names of departments and divisions in Vietnam after arrangement and merger

Based on the conclusions of the Politburo at Document No. 13038-CV/VPTW dated January 10, 2025, of the Central Office of the Vietnam Communist Party, the Steering Committee of the Government of Vietnam suggested that localities complete the reorganization plan for specialized agencies under the provincial and district People's Committees. Among them, the proposed names for specialized agencies under the provincial and district People's Committees are as follows:

* For specialized agencies under the provincial People's Committees

- Retain the name Department of Finance after the merger of the Department of Planning and Investment and the Department of Finance.

- Retain the name Department of Home Affairs after the merger of the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs.

- Retain the name Department of Construction after the merger of the Department of Transport and the Department of Construction. In case of merging the Department of Planning and Architecture into the Department of Construction, retain the name Department of Construction.

- Retain the name Department of Science and Technology after the merger of the Department of Information and Communications and the Department of Science and Technology.

- Retain the name Department of Culture, Sports and Tourism after receiving the state management function over press and publication from the Department of Information and Communications.

- Establish the Department of Ethnic and Religious Affairs based on the Ethnic Minorities Committee receiving additional functions, tasks, and organizational structures for state management of religious affairs from the Department of Home Affairs.

- Other Departments and sectors will continue to retain their names as per the direction in Official Dispatch No. 24/CV-BCDTKNQ18 dated December 18, 2024, of the Steering Committee of the Government of Vietnam, specifically: Department of Agriculture and Environment, Department of Foreign Affairs, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Office of the Provincial People's Committee, Provincial Inspectorate; Department of Tourism; Department of Planning and Architecture (for Ho Chi Minh City and Hanoi); Department of Food Safety (established in provinces and central-affiliated cities per the National Assembly's resolution on piloting certain specific mechanisms and policies).

* For specialized agencies under the district People's Committees

- Retain the name Division of Home Affairs after the merger of the Division of Labor, War Invalids and Social Affairs and the Division of Home Affairs.

- Establish the Division of Ethnic and Religious Affairs based on the Ethnic Minorities Division receiving additional functions, tasks, and organizational structures for state management of religious affairs from the Division of Home Affairs.

- Other specialized Divisions will continue to retain their names as per the direction in Official Dispatch No. 24/CV-BCDTKNQ18 dated December 18, 2024, of the Steering Committee of the Government of Vietnam, specifically: Division of Justice; Finance - Planning Division; District Inspectorate; Office of the People's Council and People's Committee at district level; Division of Economy, Infrastructure and Urban; Division of Culture, Science and Information; Division of Agriculture and Environment (or the Division of Resources and Environment in districts); Division of Health; Division of Education and Training.
