The Ministry of Home Affairs of Vietnam issued Report 219/BC-BNV on January 11, 2025, supplementing and completing the Plan for rearranging and streamlining the organizational structure of the Government of Vietnam.

List of 14 Ministries of the Government of Vietnam for the XV term according to Report 219

In Report 219/BC-BNV dated January 11, 2025, the Ministry of Home Affairs of Vietnam included content related to the Plan for rearranging and streamlining the organizational structure of the Government of Vietnam, in which the number of Ministries of the Government of Vietnam was mentioned.

Based on the opinion of the Politburo in Document No. 13038-CV/VPTW dated January 10, 2025, of the Central Party Office regarding the conclusion of the Politburo meeting on January 10, 2025, about the plan for rearranging and streamlining the organizational structure of the Government of Vietnam and the results of implementing the rearrangement and streamlining of the organizational structure of the Government of Vietnam according to Report 219/BC-BNV, the list of Ministries of the Government of Vietnam Term XV (term 2021-2026) includes:

(1) Ministry of National Defense;

(2) Ministry of Public Security;

(3) Ministry of Justice;

(4) Ministry of Industry and Trade;

(5) Ministry of Culture, Sports and Tourism;

(6) Ministry of Foreign Affairs;

(7) Ministry of Education and Training;

(8) Ministry of Health;

(9) Ministry of Finance;

(10) Ministry of Construction;

(11) Ministry of Agriculture and Environment;

(12) Ministry of Science and Technology;

(13) Ministry of Home Affairs;

(14) Ministry of Ethnic and Religious Affairs.

Currently, the Government of Vietnam has 18 ministries, including:

- Ministry of National Defense

- Ministry of Public Security

- Ministry of Foreign Affairs

- Ministry of Home Affairs

- Ministry of Justice

- Ministry of Planning and Investment

- Ministry of Finance

- Ministry of Industry and Trade

- Ministry of Agriculture and Rural Development

- Ministry of Transport

- Ministry of Construction

- Ministry of Natural Resources and Environment

- Ministry of Information and Communications

- Ministry of Labor, War Invalids and Social Affairs

- Ministry of Culture, Sports and Tourism

- Ministry of Science and Technology

- Ministry of Education and Training

- Ministry of Health.

Thus, if the above-mentioned streamlining plan is officially implemented, the Government of Vietnam would reduce 4 ministries compared to the present.

Regarding the new names of ministries after mergers: Unlike Plan 141/KH-BCDTKNQ18 from 2024, which oriented the rearrangement and streamlining of the organizational structure of the Government of Vietnam issued by the Steering Committee on reviewing the implementation of Resolution 18-NQ/TW and incorporated feedback from the Politburo regarding the new merged names of some ministries. Specifically:

- Retained the name "Ministry of Finance" after merging the Ministry of Planning and Investment and the Ministry of Finance.

- Retained the name "Ministry of Home Affairs" after merging the Ministry of Labor, Invalids and Social Affairs with the Ministry of Home Affairs.

- Retained the name "Ministry of Construction" after merging the Ministry of Transport with the Ministry of Construction.

- Retained the name "Ministry of Science and Technology" after merging the Ministry of Information and Communications with the Ministry of Science and Technology.

- Retained the name "Ministry of Culture, Sports and Tourism" after assuming the function of state management on the press from the Ministry of Information and Communications.

According to Plan 141/KH-BCDTKNQ18 from 2024, the new merged names of ministries are as follows:


(1) Merger of the Ministry of Planning and Investment and the Ministry of Finance. The proposed name after rearrangement is "Ministry of Finance and Development Investment" or "Ministry of Economic Development" (undertaking state management functions in sectors and fields currently assigned to the Ministry of Finance and the Ministry of Planning and Investment).


(2) Merger of the Ministry of Transport and the Ministry of Construction. The proposed name after rearrangement is "Ministry of Infrastructure Development" or "Ministry of Transportation and Urban, Rural Construction" (undertaking state management functions in sectors and fields currently assigned to the Ministry of Transport and the Ministry of Construction).


(3) Merger of the Ministry of Natural Resources and Environment with the Ministry of Agriculture and Rural Development. The proposed name after rearrangement is "Ministry of Agriculture and Natural Resources, Environment" (undertaking state management functions in sectors and fields currently assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development), addressing some overlaps in management tasks regarding water resources, river basins, and biodiversity.


(4) Merger of the Ministry of Information and Communications with the Ministry of Science and Technology. The proposed name after rearrangement is "Ministry of Science, Technology and Digital Transformation" or "Ministry of Science, Technology, Digital Transformation and Communications" (undertaking state management functions in sectors and fields currently assigned to the Ministry of Information and Communications and the Ministry of Science and Technology).


(5) Merger of the Ministry of Labor, Invalids and Social Affairs with the Ministry of Home Affairs into "Ministry of Home Affairs and Labor" and transferring state management functions on vocational education to the Ministry of Education and Training, transferring state management functions on social protection, children, social evils prevention to the Ministry of Health.
