On January 10, 2025, the Prime Minister of the Government of Vietnam issued Decision 68/QD-TTg regarding the Plan for the implementation of the Planning for Kon Tum Province for the period 2021-2030, with vision to 2050.

The Prime Minister of the Government of Vietnam issued the Plan for the implementation of the Planning for Kon Tum Province for the period 2021-2030, with vision to 2050 with the following objectives and requirements:

* Objectives

- Effectively implement Decision 1756/QD-TTg dated December 31, 2023, of the Prime Minister of the Government of Vietnam approving the Kon Tum Province Planning Period 2021-2030, Vision to 2050 (hereinafter referred to as the Provincial Plan).

- Assign responsibilities for central management and coordination between Kon Tum Province and central ministries and branches to ensure effective implementation of the Provincial Plan. Synchronize planning systems within the province; ensure consistency between the Provincial Plan with the national comprehensive planning, national sector planning, regional planning, and related planning. Develop policies and solutions to attract resources for implementing the Provincial Plan.

- Develop a roadmap to organize and implement projects to successfully achieve the goals, tasks, and solutions outlined in the Provincial Plan.

* Requirements

- Ensure full contents specified in clause 2, Article 45 of the Planning Law, ensuring conformity with the contents according to the Kon Tum Province Planning Period 2021 - 2030, Vision to 2050, as approved.

- Ensure compliance, inheritance of national, regional action programs, planning implementation plans, and public investment plans that have been approved; ensure the linkage and consistency between tasks, programs, and projects of sectors and localities. Adhere closely to the direction of the four growth pillars as per the approved Provincial Plan.

- Ensure feasibility, flexibility, suitability with the socialist-oriented market economy, international integration context, and local realities.

- Mobilize and use resources effectively according to the motto of internal resources as the fundamental, external resources as important, closely combining internal and external resources to create optimal composite resources, using public investment to lead investment to create breakthroughs in attracting investment capital in development and completion of a synchronized, modern strategic infrastructure system to ensure comprehensive connectivity. Concentrated allocation of investment resources with focus and priority, suitable to the ability to mobilize capital; ensure efficient use of investment capital; prevent negative behaviors, corruption, waste.

- The approval or decision on investment policy and implementation of investment projects in the area must comply with the Provincial Plan and related planning, ensuring the full, proper sequence, procedure, authority, and current relevant legal regulations.

- Emphasize local initiative, creativity, flexibility in implementation; promote decentralization in investment management, create autonomy for levels, sectors, and localities in implementing the plan.
