Regarding this matter, LawNet would like to answer as follows:

On March 13, 2024, the Ministry of Education and Training issued Official Dispatch 1081/BGDDT-NGCBQLGD on organizing and implementing training based on standards of professional titles of public employees in educational institutions.

Guidelines for training based on standards of professional titles of public employees in public educational institutions

In order to organize and implement training based on standards of professional titles of public employees in public educational institutions, ensuring quality and compliance with regulations, the Ministry of Education and Training proposes:

(1) For ministries, government agencies, and central agencies:

- Continue to assign tasks for organizing the implementation of training program based on standards of professional titles of public employees for training institutions and institutions under the management authority as regulated in Decree 101/2017/ND-CP and Decree 89/2021/ND-CP.

- Strengthen the supervision and monitoring of the implementation of professional development by assigned educational institutions.

(2) For public universities and pedagogical colleges:

- Thoroughly implement the organization and implementation of training based on standards of professional titles of public employees in public educational institutions.

- Review the conditions for implementing professional development tasks in accordance with regulations; Compile or select training programs and materials that are suitable for each target group and provide reference materials for teaching and learning; Develop plans and organize training based on standards of professional titles of public employees; Decide on the list of students for enrollment; Manage the learning process, evaluate learning outcomes, and recognize the learning results of students; Collect, manage, and use funds for professional development; issue and manage the issuance of professional development certificates according to current regulations.

- Coordinate with the Department of Education and Training/Division of Education and Training in organizing training based on standards of professional titles of public employees; admit and organize classes that meet the requirements for professional development in accordance with regulations and quality standards.

- Develop plans for professional development and report to the Ministry of Education and Training (through the Department of Teachers and Education Managers) on professional development and the issuance of professional development certificates before November 30th each year and when required.

Professional development programs and materials for public employees in 2024

The professional development programs and materials for public employees include:

- Programs and materials for fostering political theory according to rank standards and title standards for officials and public employees.

- Programs and documents for fostering national defense and security knowledge according to rank standards and title standards for officials and public employees.

- Training programs and materials according to standards of professional titles of public employees. Each major has 01 program, maximum implementation time is 06 weeks.

- Programs and materials for knowledge and skills training according to job position requirements.

+ Programs and materials for leadership and management training, with a maximum implementation period of 2 weeks, including:

Programs and materials for department-level leadership and management;

Programs and materials for district-level leadership and management;

Programs and materials for provincial-level leadership and management;

Programs and materials for bureau-level leadership and management.

+ Programs and materials for professional specialization training (specialized field; general specialized field; specialized professional title; general professional title), with a maximum implementation period of 1 week for each program.

Training programs and materials according to the standards of positions and titles of commune-level officials with the maximum implementation time for each program of 01 week.
