According to Announcement 519/TB-UBND dated December 10, 2024, the People's Committee of Ho Chi Minh City announces the flying of the National Flag and the New Year holiday 2025 to administrative agencies, non-business units, political organizations, and socio-political organizations as follows:
Officials and public employees and employees of administrative agencies, non-business units, political organizations, and socio-political organizations will have a holiday on Wednesday, January 1, 2025, for the New Year.
Agencies, units, enterprises, schools, hospitals, armed forces units, and households will fly the National Flag on January 1, 2025.
The President of the People's Committee of Thu Duc City, districts - suburbs, the heads of agencies, and units are instructed to:
- Urge and remind the flying of the National Flag in neighborhoods and units under their management; arrange on-duty positions during the holiday, ensure security and order, fire and explosion prevention, safety of agencies, units, and public amusement areas; reasonably arrange working sections to continuously resolve tasks, ensuring good service to organizations and the public.
- Continue guiding, inspecting, and supervising the implementation of disease prevention in areas and units under management as per regulations.
Thus, according to the notice above, public officials and employees in Ho Chi Minh City will take one day off for the New Year's 2025 (January 1, 2025).
According to Guideline 3420/HD-BVHTTDL dated October 2, 2012, from the Ministry of Culture, Sports and Tourism on using the National Flag, National Emblem, National Anthem, and portrait of President Ho Chi Minh, the national flag of the Socialist Republic of Vietnam is rectangular, with the width being two-thirds of the length, red background, with a five-pointed yellow star in the center
- “The center of the yellow star is placed exactly at the midpoint (intersection of the diagonals) of the National Flag;
- The distance from the center of the star to the tip of the star's points is one-fifth the length of the National Flag;
- One point of the star is perpendicular to the flag’s longer edge and points straight up along the pole;
- The shape of the star: from the tip of one point of the star to the tip of the opposite point is a straight line, not bulging in the middle, with no rounded points;
- Both sides of the National Flag have matching yellow stars;
- The National Flag background is bright red, and the star is bright yellow...”.
When flying the National Flag, the star must not be placed upside down.
Flag-flying time:
- “...The National Flag is flown in meeting rooms and auditoriums of government levels, state agencies and organizations during formal meetings.
- The National Flag is flown outdoors on major holidays, political events, traditional national holidays, and as announced by central and local authorities.
- The National Flag is flown or carried at places holding rallies, parades, motivating the public, initiating production competition, implementing revolutionary movements.
- State agencies, schools (including academies), armed forces units, border gates, international ports must have flagpoles and fly the National Flag in front of the office or at prominent places as per the Constitution's specifications.
- The premises of the Presidential Office, the National Assembly, the Ho Chi Minh Mausoleum, the Government of Vietnam headquarters, the Supreme People's Court, the Supreme People's Procuracy, the Ministry of Foreign Affairs, Vietnamese Embassies in various countries, Hanoi Flag Tower, and premises of People's Committees at all levels (except People's Committees of wards in cities, district-level towns), border gates and international ports fly the National Flag 24 hours daily.
- The premises of Ministries, ministerial-level agencies, armed forces units, schools fly the National Flag from 6 a.m. to 6 p.m. daily.
- All the aforementioned agencies and units, especially foreign-related agencies, when foreign guests of Ministerial or higher status visit officially, must fly the guest's national flag along with the National Flag...”
