Circular 56/2015/TT-BGTVT stipulates that the Environmental Department, in cooperation with the Office of the Ministry, shall liquidate the contract for environmental tasks signed with the lead agency within seven (07) working days from the date of receipt of all products of the environmental task in accordance with Clause 1, Article 14 of this Circular. The template for the contract liquidation minutes is provided in Appendix 16 issued with this Circular.

In addition, the Circular also prescribes the settlement of funds for environmental tasks as follows:

- Annually, the lead agency is responsible for preparing an annual budget settlement report to submit to the management agency as prescribed.

- The higher-level estimating unit (level II estimating unit) of the unit assigned to manage funds for environmental tasks shall review and approve the settlement for completed environmental tasks as prescribed.

- The Finance Department shall take charge of appraising the settlement report for completed environmental tasks of the level II estimating unit and reviewing and approving the settlement for completed environmental tasks of the level III estimating unit under the Ministry, and simultaneously propose a plan for handling assets procured from the state budget for the environmental task for approval by the Minister (if any).
