Recently, the National Assembly passed the 2019 Law on the Mobilized Reserve Force, which officially took effect from July 1, 2020.

Reserve Forces Law 2019 stipulates that the organization and staff arrangement of reserve units is one of the first contents in the plan to build the reserve forces. The organization and staff arrangement of reserve units must comply with the following regulations:
- Reserve servicemen and reserve technical equipment already included in the plan to supplement the regular forces of the People's Army are organized into reserve units.- Reserve units must maintain sufficient reserve servicemen and reserve technical equipment, with a backup rate of 10% to 15% and stockpile of weapons and technical equipment according to hierarchy.
Additionally, the new Law also stipulates that when arranging reserve servicemen into reserve units, they must meet the health standards and have military professionalism suitable for the staffing positions; the recruitment area must be associated with the mobilization area; in case of insufficiency, arrange reserve servicemen with military professionalism similar to the staffing positions.
Moreover, the arrangement of reserve professional servicemen, reserve non-commissioned officers, and reserve soldiers is carried out in the order of reserve professional servicemen first, reserve non-commissioned officers, reserve class one soldiers; in case of insufficiency, arrange reserve class two soldiers. It should be noted that reserve servicemen must be arranged into reserve units of the regular army first, and local units subsequently.
On the other hand, the age of reserve officers arranged into reserve units is implemented according to the regulations of the Law on Officers of the Vietnam People's Army. The age of reserve professional servicemen and reserve non-commissioned officers, reserve soldiers arranged into reserve units is stipulated as follows:
a) Male reserve professional servicemen not older than 40 years; reserve non-commissioned officers, reserve soldiers not older than 35 years arranged into combat units;
b) Male reserve professional servicemen and reserve non-commissioned officers, reserve soldiers not older than 45 years; female reserve servicemen not older than 40 years arranged into combat support units.
