From December 09, 2019, which forces are authorized to participate in the detonation of warheads?

Recently, the Ministry of Defense has agreed to promulgate Circular 158/2019/TT-BQP which stipulates the National Technical Regulations QCVN 08:2019/BQP on the destruction of fragmentation grenades, explosive projectile warheads, and explosive fragmentation projectiles.

The forces participating in the disposal of lethal grenades, explosive projectiles, blast explosive, lethal blast explosive (hereinafter referred to as explosive ordnance disposal) are listed in Circular 158/2019/TT-BQP as follows:

- Forces participating in explosive ordnance disposal: Must be assigned tasks in writing; only perform assigned duties according to the approved plan and approach; strictly adhere to discipline; perform orders and instructions from commanding officers accurately, promptly, and correctly;

- Commanding officer: Is the highest authority in the disposal area; must have professional knowledge in ammunition at an intermediate level or higher; must be assigned tasks by authorized entities;

- Disposal personnel: Are the individuals who directly carry out the explosive ordnance disposal; must have professional knowledge in ammunition at a basic level or higher; must be informed of the plan, trained in procedures, regulations, and safety rules; possess good health, practical skills, and meet required standards through inspection;

- Safety officer: Is responsible for overseeing safety; appointed by the commanding officer to be in charge of safety during the explosive ordnance disposal process; must have professional knowledge in ammunition at a basic level or higher; must be trained and well-versed in safety regulations during explosive ordnance disposal;

- Technical officer: Is responsible for overseeing the technical aspects of explosive ordnance disposal; must have professional knowledge in ammunition at an intermediate level or higher; must be proficient in ammunition expertise, technical procedures, and safety rules in explosive ordnance disposal; must be able to skillfully use equipment serving the explosive ordnance disposal; appointed by the commanding officer to be in charge of technical matters during the explosive ordnance disposal process;

- Medical personnel: Are responsible for ensuring the health of the explosive ordnance disposal forces; must have professional knowledge in the healthcare field at a basic level or higher; must be proficient in healthcare expertise; able to skillfully use first aid and emergency equipment when incidents occur;

- Security forces: Are responsible for preventing people, vehicles, and livestock from entering the disposal area during the explosive ordnance disposal process;

- Firefighting forces: Are the individuals participating in explosive ordnance disposal and are assigned firefighting duties during the explosive ordnance disposal process; must be trained in firefighting duties and meet required standards through inspection.
