Duties of the Ministry of Science and Technology in the Management of Standards, Measurement, and Quality

1. Manage the system of standards and technical regulations of Vietnam; appraise and announce national standards; guide the development and appraisal of national technical regulations; organize the development, guidance, and application of national standards and the development, issuance, and application of national technical regulations under the assigned management field; participate in the development of international standards and regional standards; guide the application of international standards, regional standards, and foreign standards in Vietnam; guide the development of local technical regulations; guide the development and announcement of facility standards; organize and manage the activities of the network of notification and inquiry agencies of Vietnam concerning technical barriers to trade; manage the state regarding labeling, bar codes, and product, goods identification.

2. Manage the establishment, maintenance, preservation, use, development, and application of the metrological system; approve national measurement standards; organize research, implementation, application, development, manufacturing, and production of products, standard substances, measuring devices; assign organizations to maintain national measurement standards; organize management concerning measurement for measuring instruments, measurement methods, prepackaged quantities, measurement standards; organize management of activities of verification, calibration, and testing of measuring instruments, measurement standards; support innovation and development of measurement activities in enterprises.

3. Take the primary responsibility and cooperate with relevant ministries and central authorities to organize state management of the quality of products and goods in production, export, import, circulation on the market, and in usage as prescribed by law.

4. Guide and manage activities of conformity assessment regarding standards and technical regulations, and recognize the competence of conformity assessment organizations.

5. Organize research, implementation, application, and development of product and goods quality productivity; take the primary responsibility for implementing the national program to improve productivity, quality, and competitiveness of products and goods; take the primary responsibility and cooperate with relevant ministries and central authorities to organize the implementation of international agreements and treaties on mutual recognition of conformity assessment results regarding standards and technical regulations, measurement, and quality of products and goods; manage, guide, and organize the implementation of the application of advanced quality management systems in the activities of agencies and organizations in the state administrative system, organizations, and enterprises.
