Differences in Salaries of Officials, Civil Servants, and Employees When Working at the State Treasury

This is the noteworthy content mentioned in Circular 180/2013/TT-BTC regulating the implementation of financial management mechanisms and staffing of the State Treasury.

According to regulations stipulated in Circular 180/2013/TT-BTC, the salary and wage levels for officials and public employees and workers across the entire system of State Treasury shall not exceed 1.8 times compared to the salary levels for officials and public employees as regulated by the state; additional wages shall not include public service allowances, night shift allowances, and overtime allowances.

Furthermore, the State Treasury expenditure policies must ensure the following standards:

- For policies, standards, and expenditure norms issued by competent authorities: The State Treasury shall comply with the regulations of the competent authorities.

- For operational expenses: The State Treasury, based on the available budget and current policies, standards, and expenditure norms, shall develop appropriate operational expense standards for the operation of the State Treasury system and submit them to the Minister of Finance for approval and issuance.

- The average supplement to income for officials and public employees across the entire State Treasury system from income-saving increased funding shall not exceed 0.2 times of the salary levels for officials and public employees as regulated by the state; the supplement to income shall not include public service allowances, night shift allowances, and overtime allowances.- The salary and wage levels for officials and public employees of the State Treasury shall be adjusted in accordance with the state’s wage policy reform schedule and will be terminated upon the implementation of the new wage policies.
