Code of Conduct within the People's Public Security Forces

The Ministry of Public Security issues Circular 27/2017/TT-BCA, specifying the internal code of conduct of the People's Police.

According to Circular 27, when interacting with superiors, the People's Police officers must adhere to the following rules:

- Obey the instructions, directives, orders, and tasks assigned by superiors; respect and trust superiors;- Report honestly, promptly, and fully to superiors on the situation and results of the tasks assigned;- Proactively propose, recommend, and contribute ideas to superiors on work measures, management, and unit administration; listen and absorb the opinions of superiors.

When interacting with subordinates, the following principles must be adhered to:

- Respect, show closeness, help, share experiences, listen to, consider, and solve the legitimate desires and proposals of subordinates;- Set an example in work, study, self-improvement, practicing moral qualities, lifestyle, demeanor, and ethical standards of the People's Police for subordinates to follow; do not exhibit authoritarian, overbearing, bureaucratic, oppressive, bullying, insulting, or undermining behaviors;- Be democratic, objective, and fair in commenting, evaluating, and classifying officers; clearly assign tasks to subordinates, aligning the right person with the right job;- Do not cover up violations of subordinates; protect the honor of subordinates against false reflections, complaints, or accusations;- Trust, encourage, and promote the capabilities and strengths of subordinates; create conditions for subordinates to study and improve their political, legal, professional, and operational knowledge, skills, and cultural behavior.

When interacting with peers, the following rules must be followed:

- Respect the personal character and private life; protect the reputation and honor of colleagues and comrades;- Be united, affectionate, helpful, and cooperative in the performance of assigned tasks; be receptive to and learn from the correct opinions of colleagues and comrades; have a positive attitude towards the development and progress of colleagues and comrades;- Practice self-criticism and constructive criticism objectively, sincerely, and frankly; do not speak or act in ways that cause internal disunity, slander, speak untruths, undermine, or enact personal revenge.
