The Ministry of Public Security issued Circular 27/2017/TT-BCA on August 22, 2017, stipulating specific rules of conduct in residences and public places for the People's Public Security forces.
Circular 27 stipulates that while behaving in their place of residence, the People's Police must:
- Be a model in fulfilling civic duties, actively participating in the movement "All people unite to build cultural life"; regularly maintaining relationships with party committees, local authorities, and residents in accordance with regulations; respecting community conventions; being close, united, and helping those around them.- Propagate and mobilize residents to strictly abide by regulations in the place of residence. Actively coordinate in implementing measures to prevent and combat crime, legal violations, and other social evils.- Do not misuse the influence of their position or office to improperly interfere with the activities of the local area where they reside.
Additionally, when acting in public, Circular 27 stipulates that People's Police must adhere to the following rules:
- Be a model in complying with the rules and regulations in public places, civic ethical standards stipulated by law or agreed upon by the residential community; behave in a civilized and friendly manner, maintaining public order and hygiene.- Do not use language or behaviors that violate standards of traditional customs, social etiquette, and national cultural identity in public places.
