Recently, upon agreement with the Vietnam Association for Promoting Education at Official Dispatch 419/CV-HKHVN, the Minister of Education and Training issued Circular 44/2014/TT-BGDDT regulating the evaluation and classification of "Learning Community" at the commune level.
Commune, commune-level towns, agencies, organizations, and individuals concerned should pay attention to the criteria for evaluating and rating the "Learning Community" to support the movement of building a "Learning Community" at the commune level; creating conditions and opportunities for everyone to engage in regular and lifelong learning.
To be specific: the criteria are stipulated in Circular 44/2014/TT-BGDDT as follows:
- Leadership and direction from the commune-level Communist Party Committee and government.- Activities of the steering committee for building the learning society at the commune level.- Participation and coordination of local departments, agencies, and organizations at the commune level.- Network and activities of educational institutions and cultural establishments at the commune level.- Results of educational universalization and literacy eradication.- Social equity in education.- Results of regular learning and training of commune-level officials.- Regular learning results of the workforce (aged 15 and above).- Results of building "Learning Families"; "Learning Encouragement Communities/Learning Communities in hamlets, villages, residential groups, and equivalents".- Results of building hamlets, villages, residential groups, and equivalents recognized as "Cultural Residential Areas".- Reduction in the poverty rate.- Implementation of gender equality.- Assurance of hygiene and environmental sanitation.- Community health care.- Maintenance of public order and social safety.
Note: This Circular does not apply to the evaluation and rating of "Learning Communities" in hamlets, villages, residential groups, and equivalents.
