The Minister of Education and Training of Vietnam promulgates Circular 29/2024/TT-BGDDT on December 30, 2024, stipulating regulations on extra classes.
According to Article 3 of Circular 29/2024/TT-BGDDT, the principles of extra classes in Vietnam include:
- Extra classes can only be organized when students, learners (hereinafter referred to as students) have a need for extra learning, voluntarily choose to engage in it, and obtain consent from their parents or guardians (hereinafter referred to as parents). Schools, organizations, or individuals organizing extra classes must not use any form of coercion to force students into additional learning.
- The content of extra classes must not contravene the laws of Vietnam and should not contain biases regarding ethnicity, religion, occupation, gender, or social status. Educational content should not be reduced from the school's educational plan for the purpose of offering it as extra teaching content.
- Extra classes should contribute to the development of students' qualities and abilities and must not negatively impact the implementation of the school's educational program or the teachers' subject curricula.
- The duration, timing, location, and form of organizing extra classes must be appropriate for the psychological age and health of students; adhere to legal regulations on working hours, overtime, and comply with legal provisions on security, order, safety, environmental hygiene, and fire prevention at locations conducting extra classes sessions.
According to Article 5 of Circular 29/2024/TT-BGDDT, regulations on extra classes in schools in Vietnam are as follows:
- Extra classes within schools is free of charge for students, and designed specifically for students who register for additional learning in each subject as follows:
+ Students with an unsatisfactory result in a subject in the prior semester.
+ Students selected by the school for talent nurturing.
+ Final year students voluntarily registering for entrance exam preparation or graduation exam revision according to the school's educational plan.
- The school organizes for students who fall under the criteria outlined in clause 1 of this Article to submit registration forms for additional learning per subject in each grade level (using Form No. 01 in the Appendix attached to this Circular).
- Based on the number of registered students, the school drafts a plan to organize extra teaching for each subject at each grade level.
- The arrangement of classes, scheduling, and organization of extra classes must meet the following requirements:
+ Extra teaching classes are arranged by subject per grade level; each class should not exceed 45 (forty-five) students;
+ Extra teaching sessions should not be scheduled within regular class timetables or introduce content before it is covered in the regular curriculum;
+ Each subject may have up to 02 (two) extra sessions per week.
- The plan for extra classes is publicly disclosed on the school's website or posted at the school.
According to Article 6 of Circular 29/2024/TT-BGDDT, regulations on extra classes outside of schools are as follows:
- Organizations or individuals who operate extra classes activities outside the school and charge fees (hereinafter referred to as extra teaching facilities) must comply with the following requirements:
+ Register a business according to legal provisions;
+ Publicly disclose on their website or post at the premises the subjects available for extra teaching; duration per subject by grade level; location, form, timing of the extra teaching; list of tutors, and tuition fees before enrolling students in extra classes (using Form No. 02 in the Appendix attached to this Circular).
- Tutors outside the school must exhibit good moral character and have the appropriate specialized competencies for each subject they teach.
- Teachers currently employed at schools who participate in extra teaching outside the school must report to the Principal or Director or head of the school (hereinafter referred to as Principal) detailing the subject, location, form, timing of their extra teaching activities (using Form No. 03 in the Appendix attached to this Circular).
