Procedures for deducting points from driver licenses in Vietnam from January 1, 2025

- Immediately after the administrative penalty decision takes effect, the driver license point deduction data of the penalized individual will be automatically updated into the Database on handling administrative violations concerning road traffic order and safety. The authority responsible for deducting points from driver licenses will notify the individual about the point deduction.

In cases where the Chairman of the District People's Committee or the Chairman of the Provincial People's Committee issues an administrative penalty decision for violations involving driver license point deductions, the Head of the District Police or the Head of the Traffic Police Department of the Provincial Police is responsible for updating the point deduction data into the Database on handling administrative violations concerning road traffic order and safety.

- Notification of point deductions from driver licenses is to be conducted in writing, following the template prescribed by the Minister of Public Security, and delivered directly or sent via postal services, or electronically via the citizen's registered account on the Public Service Portal, or the Traffic Application on mobile devices when infrastructure, technical, and information conditions are met. Information about the deducted points on the driver license must also be updated on the Traffic Police Department's electronic portal. In cases where the driver license is presented in the form of a data message, the authority must update the point deduction status of the driver license in the electronic ID card, and electronic identification account on the national identification application.

Principles for deducting Points from driver licenses in Vietnam from January 1, 2025

- Point deduction from a driver license is conducted immediately after the administrative penalty decision takes effect for violations that, under this Decree, result in point deductions from driver licenses;

- In cases where an individual commits multiple administrative violations or commits repeated administrative violations and is penalized at the same time, if there are two or more violations that result in point deductions from driver licenses, only the violation with the highest point deduction will be applied;

- In cases where the remaining points on the driver license are fewer than the points to be deducted, the remaining points on that driver license will be deducted entirely;

- In cases where the driver license integrates a permanent driver license (motorbike, similar motorbike) and a temporary driver license (automobile, similar automobile, four-wheel motorized passenger vehicle, four-wheel motorized goods vehicle), the authority enacts point deductions for the permanent driver license when the individual operates a motorbike or similar vehicle, or point deductions for the temporary driver license when the individual operates an automobile, similar automobile, four-wheel motorized passenger vehicle, or four-wheel motorized goods vehicle in carrying out an administrative violation that results in point deductions from driver licenses;

- Points are not deducted from a driver license when that license is under suspension.
