Change in Method of Classifying Oil and Gas Projects

On March 7, 2019, the Government of Vietnam issued Decree 25/2019/ND-CP amending and supplementing Decree 13/2011/ND-CP on the safety of onshore petroleum works.

Decree 25/2019/ND-CP has amended and supplemented several regulations on the classification of petroleum constructions. To be specific:

- Classification of gas transport pipelines and gas products: Gas transport pipelines and gas products are classified according to the maximum allowable operating pressure, including:- Class 1 gas transport pipeline: From 7 bar to less than 19 bar;- Class 2 gas transport pipeline: From 19 bar to less than 60 bar;- Class 3 gas transport pipeline: Equal to or greater than 60 bar.- Classification of valve stations, pigging stations, and gas distribution stations.

Valve stations, pigging stations, and gas distribution stations are classified according to the maximum allowable operating pressure as follows:

Class 1 station: Less than 19 bar;

Class 2 station: From 19 bar to less than 60 bar;

Class 3 station: Equal to or greater than 60 bar.

- Storage for liquefied gas and liquefied gas products under pressure includes:- Class 1: Over 10,000 m³- Class 2: From 5,000 m³ to 10,000 m³- Class 3: Less than 5,000 m³

Decree 25/2019/ND-CP is effective from April 22, 2019.
