Annual Plan for the Development of National Technical Standards of the Ministry of Industry and Trade (Illustrative Image)

According to Article 16 Circular 46/2014/TT-BCT, the annual plan for the development of national technical standards of the Ministry of Industry and Trade (the QCVN plan) is to be implemented as follows:

- Periodically, in the first quarter of each year, the Ministry of Industry and Trade notifies organizations to propose projects for the development of national technical standards for the subsequent year. The Ministry of Industry and Trade organizes an advisory council to select and appoint the implementing unit. The content of projects for developing national technical standards is stipulated in Appendix VII issued with this Circular;- Based on the advisory council's selection, the appointed unit implementing the national technical standards development project; the five-year QCVN plan, and the periodic review results of amendments, supplements, replacements, cancellations of national technical standards, the Department of Science and Technology aggregates, evaluates the necessity and proposes the draft QCVN plan;- The draft QCVN plan is sent to the Department of Legal Affairs and the Ministry of Science and Technology, and relevant organizations and individuals for comments;- Based on the approved budget for the national technical standards development activities of the planned year and the comments from relevant organizations and individuals, the Department of Science and Technology reviews, finalizes, and submits the QCVN plan to the Minister of Industry and Trade for approval.

Note:

- The content of the QCVN plan includes: the name of the national technical standard to be developed; type of technical standard, name of the drafting organization; implementation time; estimated budget and funding source. The QCVN plan is established according to Appendix VIII issued with this Circular.

- Implementation of the QCVN plan: The QCVN development projects are implemented according to the regulations in this Circular and the current regulations on the procedure for implementing scientific and technological tasks of the Ministry of Industry and Trade.

- The QCVN plan is adjusted and supplemented as decided by the Minister of Industry and Trade.
