The following article concerns the handling of abnormal cases regarding the question papers of High School Graduation Exam in Vietnam from February 8, 2025, as stipulated in Circular 24/2024/TT-BGDDT.

According to the provisions in Article 54 of the Regulations issued together with Circular 24/2024/TT-BGDDT, the handling of abnormal cases in question papers of High School Graduation Exam is conducted as follows:
- In case the exam paper contains errors detected during its duplication, immediately report to the Chairman of the Exam Committee; during the examination period, the leadership of the Examination Council must promptly report to the National Examination Steering Committee for a handling solution.
- All abnormal cases related to the exam papers must be reported to the Steering Committees at various levels for review and decision.
- The National Examination Steering Committee is fully responsible for handling situations involving exam paper leaks. Once an official conclusion about the paper leak is made, the National Examination Steering Committee will decide to suspend the leaked papers/subjects and organize re-exams for those papers/subjects using backup exam papers at an appropriate time, after the final examination session of the exam.
The reception and handling of information, evidence of violations of the high school graduation exam regulations are carried out according to Article 55 of the Regulations issued together with Circular 24/2024/TT-BGDDT as follows:
- Places for receiving information, evidence of violations of exam regulations:
+ National Examination Steering Committee, Provincial Examination Steering Committees;
+ Leadership of the Examination Council, Chief of Exam Sites;
+ Provincial Inspectorates, Education Inspectorates at various levels.
- Evidence of violations of examination regulations, once verified, serves as the basis for handling the violating parties.
- Providing information and evidence of violations of exam regulations:
+ Candidates, members of Exam Councils, and all citizens are encouraged to detect and report acts violating the exam regulations;
+ Those who discover acts violating the exam regulations should promptly report them to the reception centers as stipulated in clause 1, Article 55 of the Regulations issued together with Circular 24/2024/TT-BGDDT for handling measures;
+ Individuals with evidence of exam regulation violations must immediately report to the reception centers specified in clause 1, Article 55 of the Regulations issued together with Circular 24/2024/TT-BGDDT to promptly handle according to the law. The reception and handling of complaints about exam regulation violations shall be conducted in accordance with the law on denunciation;
+ Those providing information and evidence of exam regulation violations must bear legal responsibility for the reliability and accuracy of the provided information and evidence; they must not exploit this to negatively affect the examination.
- Organizations and individuals assigned to receive information and evidence of misconduct, particularly exam regulation violations, need to:
+ Organize the reception of information and evidence according to regulations; preserve the integrity of evidence; verify information, evidence after reception and propose measures to the competent authority for handling misconduct, exam regulation violations;
+ Promptly implement measures to prevent misconduct, exam regulation violations according to regulations;
+ Handle within their authority or report to competent agencies, persons for handling and publicizing the results of handling individuals and organizations involved in misconduct or exam regulation violations;
+ Keep confidential information and the identity of those providing information and evidence related to misconduct and violations of exam regulations.
