On June 26, 2017, the Ministry of National Defense issued Circular No. 153/2017/TT-BQP, stipulating specific policies on annual leave for officers of the People's Army of Vietnam.
Circular 153 stipulates that officers are entitled to annual leave as follows:
- Less than 15 years of service: 20 days;- From 15 years to less than 25 years of service: 25 days;- 25 years of service or more: 30 days.
Officers stationed far from their family (spouse; biological or legally adopted children; parents (both sides); legal guardians) when taking annual leave are entitled to additional days:
10 days in the following cases:
- Stationed 500 km or more from the family;- Stationed in remote, isolated, or border areas 300 km or more from the family;- Stationed on islands within the Spratly Islands, DK.
05 days in the following cases:
- Stationed 300 km to less than 500 km from the family;- Stationed in remote, isolated, or border areas 200 km or more from the family with a regional coefficient of 0.5 or higher;- Stationed on islands receiving regional allowances.
Note, if due to mission requirements, officers cannot take their annual leave, the following year, the unit commander will consider and decide to grant compensatory leave for the previous year. In special cases, if the unit's mission requirements still do not allow for leave, officers will be compensated with salary for the days they did not take annual leave.
Notably, travel time does not count towards the annual leave days.
Additionally, Circular 153 further stipulates that annually, unit commanders from the regiment level and above, based on the unit's combat readiness, training, and duty requirements, will plan officers’ leave, ensuring no more than 15% of the total officers are on leave simultaneously. Units not in the combat readiness group can adjust based on the nature and requirements of their duties. Academies and schools primarily arrange for officers to take leave during the summer.
