On August 22, 2023, the Central Executive Committee issued Decision 118-QD/TW on Regulations on organization and operation of mass associations assigned tasks by the Party and State at the Central level in Vietnam.
Specifically, mass associations whose tasks assigned by the Party and State at the Central level include:

14. Association of Former Vietnamese Youth Volunteers

According to Article 9 of Decision 118-QD/TW, mass associations assigned by the Party and State at the Central level have the following rights:
- Be provided with information and disseminate the Party's guidelines and policies and the State's policies and laws.
- Participate in the development of mechanisms and policies directly related to the functions, tasks, powers, and fields of operation of the association.
- Assigned to perform a number of professional activities and public services in accordance with the association's field of activity, according to regulations.
- Participate in consulting and criticizing policies, programs, topics, and projects at the request of state agencies. Chair or participate in topics and projects related to the association's field of activities.
- Receive financial support from the State to carry out assigned tasks.
- Organize a number of economic activities; receive legal domestic and foreign resources in accordance with principles, operational purposes, assigned functions, and tasks; develop cooperative relationships with organizations and individuals; Participate in people-to-people diplomacy activities and a number of cooperation mechanisms according to the provisions of law.
The responsibilities of mass associations assigned by the Party and State at the Central level are as follows:
- Disseminate, propagate, and mobilize members and people from all walks of life to implement the Party's guidelines and policies and the State's laws; policies and decisions related to the association's organization and activities; Actively participate in the country's economic, cultural, and social development programs; Carry out tasks assigned by the Party and State, strengthen social consensus.
- Organize activities in accordance with the principles, purposes, functions, and tasks of the association; Direct and strictly manage the activities of legal entities under the association; Manage and use allocated funds, assets, and funds in accordance with Party regulations, State laws and the association charter; Comply with the instructions, inspection, supervision, inspection, and audit of competent authorities.
- Develop, gather, and unite members in patriotic emulation movements and campaigns; represent, protect, reflect, recommend, and coordinate to resolve the legal and legitimate rights and interests of members and people of all walks of life.
- Periodically every 6 months, 1 year, and when required, send reports on organizational and operational status to assigned party committees to monitor and direct the offices of the Party Central Committee, the Central Committee of the Vietnam Fatherland Front (if the association is a member organization), the Ministry of Home Affairs, and the Ministry of State Management of the association.
- Ask for opinions from the party committee assigned to monitor and direct the association on the annual program, activity plan, and term congress; invite representatives of the party committee and agencies assigned to monitor and direct the association to attend party union meetings (for associations with party unions) and standing committee meetings (for associations without party unions).
- Change headquarters, opening representative offices, and establishing legal entities under the association must comply with legal regulations and be notified in writing to the party committee assigned to monitor and direct the association and relevant state management ministries.
