05 Activities Not Allowed Within the Safety Distance of Oil and Gas Facilities

This is a noteworthy provision stipulated in Decree No. 25/2019/ND-CP amending and supplementing Decree No. 13/2011/ND-CP on safety of onshore oil and gas facilities.

According to Decree 25/2019/ND-CP, within the safety distance of petroleum facilities, activities that may directly or indirectly harm the operation and safety of the petroleum facilities are prohibited, including:

- Activities that may cause fire, explosion, subsidence, displacement, excavation activities affecting pipelines.- Planting trees.- Discharging corrosive substances.- Organizing large gatherings, sightseeing, and tourism activities without the permission of the competent authorities.- Anchoring waterway, maritime transport vehicles, fishing, sand extraction, dredging, or other underwater activities that may obstruct the operation and safety of petroleum facilities and the means of transport to and from petroleum facilities, except for activities controlling water flow and river transport activities.- In the case of pipelines or pipeline routes installed across a river, the nearest point of the mooring system of the vehicle must be at least 40 meters away on both upstream and downstream sides of the pipeline, prohibiting the anchoring of waterway, maritime transport vehicles, fishing, sand extraction, dredging, or other underwater activities that may be harmful to the pipeline; except for activities controlling water flow and river transport activities.
