Recently, Circular 108/2013/TT-BTC has been promulgated by the Ministry of Finance stipulating the management of economic-technical standards for national reserve goods.
According to the provisions of Article 5 of Circular 108/2013/TT-BTC, the formulation and promulgation of the economic-technical standards for national reserve goods must comply with the following 04 principles:

- The economic-technical standards for any national reserve goods must comply with the national technical standards for that type of national reserve goods; and be suitable to the conditions of infrastructure, technology, and organizational management of the state reserve system.- The formulation and promulgation of standards must meet the general requirements regarding the structure of various types of standards, the advancement, uniformity, and continuity of previous standards.- Ensure centralized and unified state management of national reserves; while promoting the autonomy and accountability of the ministries, and sectors managing national reserve goods, and state reserve units in formulating, promulgating, and implementing economic-technical standards for national reserve goods.- The standards formulated and promulgated must ensure stability and be implemented over a long period. When there are changes in technology, national technical standards, or price fluctuations making the standards no longer suitable to practical requirements, the ministries managing national reserve goods are responsible for reporting to the Ministry of Finance for adjustment or new formulation accordingly.
The General Department of State Reserves appraises the standards developed by the ministries and sectors assigned by the Government of Vietnam to directly manage national reserve goods, and submits them to the Minister of Finance for review and promulgation.
